[NARRATIVE #1 on March 18, 2026]

On March 18, 2026, at approximately 10:11pm, I responded to a road rage incident at 100 Old Bascomb Ct. The caller advised a grey charger with a black stripe and a Tennessee license plate was following them. The caller told dispatch the other vehicle struck their car before driving off. The caller pulled into Cherokee Fire Station 1.

I arrived on scene, and met with the caller, [VICTIM #1]. [VICTIM #1] told me he was traveling west on Bascomb Carmel Rd from Dupree Rd. At some point while he was traveling on Bascomb Carmel in a Hyundai Elantra (GA tag #[REDACTED]), a dark grey Dodge Charger got behind them. While they were passing Carmel Elementary School, the other vehicle crossed the double yellow line, and was driving beside [VICTIM #1]. The Charger then attempted to run [VICTIM #1] off the road before getting back behind [VICTIM #1].

At this point, one of [VICTIM #1] passengers, [WITNESS #1], called 911. Dispatch told [VICTIM #1] to drive to Station 1 to meet with law enforcement officers. While [VICTIM #1] was at the stop sign at Bascomb Carmel Rd and Bells Ferry Rd, the front driver’s side of the charger struck the rear passenger side of [VICTIM #1] vehicle and then left the scene. I observed damage on the rear passenger side of the vehicle. I took pictures of the damage and uploaded them to the case folder via Axon.

[WITNESS #1] was on scene and told me the same thing [VICTIM #1] did. There was another passenger in the vehicle, [WITNESS #2]. [WITNESS #2] said she did not know the names of the road they were on, but at some point a Dodge Charger was driving on the wrong side of the road and attempted to run them off the road.

While I was speaking with [VICTIM #1], Deputy Vincent conducted a traffic stop with the vehicle. Another deputy advised the vehicle Deputy Vincent stopped hit on a Flock camera at Bascomb Carmel Rd near Dupree Rd at the same time [VICTIM #1] vehicle hit on the same camera. I provided [VICTIM #1] with a case card and how to obtain a copy of the accident report and incident report.

I went to location of Deputy Vincent’s traffic stop, and he informed me the vehicle involved had 2% window tint on the front window. See Deputy Vincent Supplemental for more information. Deputy Glass informed me he saw damage on the front driver’s side of the Dodge Charger. Pictures of the damage were uploaded to the case folder via Axon.

Deputy Arrington informed me he read the driver, Oscar Mondragon, his Miranda Rights and attempted to speak with him, but he did not provide any information. Oscar was already in handcuffs and secured in the back of a patrol car when I arrived on scene. I spoke with the passenger, Brayan Alfaro. I asked Brayan where the accident occurred, and he claimed he was not in the vehicle for the accident.

Brayan was then asked if the Dodge Charger (TN tag #[REDACTED]) made contact with another vehicle at any point, and Brayan said no. Brayan informed me he lived off Dupree Rd, and Oscar picked him up from his residence. The vehicle’s direction of travel was driving away from Brayan’s residence, so it was reasonable to assume Brayan was in the vehicle for the incident.

Due to Brayan giving false statement regarding an accident investigation, he was informed he was under arrest. Sergeant Fulenwider placed him in handcuffs and checked for proper fit and double locked them. Brayan was searched incident two arrest and two vapes were found in his left pants pocket. The vapes appeared to be THC vapes, but Brayan claimed he got them from a gas station in Cobb County. Brayan informed us he was 20 years old.

I read Brayan his Miranda Rights, and asked him about the incident again. Brayan was adamant he was not in the vehicle for the accident or reckless driving. The vapes were seized and entered into evidence and a GBI submission form was completed to test for THC.

I transported both Brayan and Oscar to the ADC, and Deputy Glass remained on scene to wait for Ingram’s to impound the vehicle. I arrived at the ADC, and completed the necessary booking paperwork. Oscar was issued the following citations: Reckless Driving (ECSO011601), Hit and Run (ECSO011602), Excessive Tint (ECSO011603), and Aggressive Driving (ECSO011604). A Warrants to be Taken Form was completed for Brayan for Possession of Vape Under 21 (X2) and False Statements. Deputies at the ADC took custody of both males.

There was not Fusus video of the hit and run, but I was able to watch Fusus video from the Bascomb Carmel Rd and Putnam Dr intersection. The footage shows the Hyundai Elantra being followed by a Dodge Charger. All Fusus footage and relevant Flock information was uploaded to the case folder. A Gear accident report was also completed for the incident.

[NARRATIVE #2 on March 18, 2026]

On the above date While responding to a road rage call involving a hit and run Oak Grove SO units provided a vehicle description obtained from Flock and the victim of a dark gray charger with a racing stripe and a TN tag of [REDACTED] last seen on Flock on Kellogg Creek Rd. At the time the license plate was given out I was traveling south on Bells Ferry Rd just passed Kellogg Creek Rd going toward Eagle Drive and I observed the distinctive taillights of a dodge charger in the distance.

I caught up to the vehicle as we turned left onto Eagle Drive and identified it as the same vehicle given out by Oak Grove Deputies as being the suspect in the hit and run and road rage. While following the vehicle I observed that the windows of the vehicle were extremely dark and based upon my training and experience were much lower than the GA limit of 32%.

I initiated a traffic stop on the vehicle and we pulled into the parking log of Gameday off Eagle Drive.

Upon making contact with the driver and passenger they appeared to be nervous and were digging around the vehicle looking for the drivers license. Due to the severity of the call and their behavior we decided to have both driver and passenger step out of the vehicle. Once out of the vehicle Deputy Glass took the driver into custody and I spoke with the passenger who I identified as Alfaro, Brayan [REDACTED BY AGENCY] 2006.

Brayan was later arrested along with the driver of the vehicle.

I did test the windows of the Charger with my Laser Labs Enforcer 2 tint meter (SN: 2026020958) which tested at 2%. I then verified the calibration of my tint meter with the factory certified reference samples which passed.

Investigation turned over to Oak Grove Deputies.
