On Thursday, March 5, 2026, at approximately 18:20 hours, I, Officer T. McIntyre, responded in reference to a call for service of a female refusing to leave Daily Draft restaurant. While enroute to the Daily Draft, dispatch notified officers that the female left in a dark in color Jaguar sports utility vehicle and provided a description of the female.

I noticed a black Jaguar sports utility vehicle with a female driver matching the description provided by dispatch. The driver was using a cellular device while at the red light at Main Street and Highway 92, so I turned around getting behind the vehicle as it made a left turn onto Highway 92. I was behind the vehicle when it moved over to the far-right lane which merged into the lane she had just left and accelerated trying to improperly pass a large UPS truck on the right side but was unable to overtake the truck before the lane ended resulting in her back in front of my patrol vehicle.

I initiated a traffic stop on the vehicle and the vehicle stopped on the right shoulder of Highway 92 near Laurelwood Drive. I approached the vehicle on the driver’s side and met with the driver of the vehicle, Paris Scott, who had glossy, watery eyes, thick slurred speech, difficulty communicating, a strong odor of an alcohol-type beverage coming from her breath. I instructed Scott to step out of the vehicle to which she refused. I explained the Supreme Court case Pennsylvania v Mimms case to which she stated she was a lawyer and knew the laws, but continued to fail to comply with my lawful orders to exit the vehicle.

Officer Reynolds arrived on the scene to block the closest lane of traffic so Scott could be extracted from the vehicle and avoid any oncoming traffic. Scott was extracted from the vehicle and she was immediately notified that she was under arrest for obstruction and driving under the influence. Scott was handcuffed behind her back. She refused to walk to the front of my patrol vehicle when instructed to do so and had to be assisted to the front of my patrol vehicle where she was searched incident to arrest. Scott was placed in the back passenger area of my patrol vehicle where I checked the handcuffs for proper fit and double locked them prior to reading her the implied consent notice for suspects age 21 or older on the green card. Scott refused to reply to the state administered chemical test of her blood.

Maulding Towing arrived on the scene and took custody of the vehicle.

Scott was transported to the Cherokee Adult Detention Center where I obtained a search warrant for her blood, but she refused to comply with the search warrant.

A department of Driver’s Services 1205 form was completed and Scott refused to sign it.

Both the DDS 1205 and the blood search warrant have been attached to this report.

Scott was turned over to jail staff to await the booking process.

The back passenger area of my patrol vehicle was checked prior to and after transport with no contraband located.

Scott has been charged with:

  • OCGA 40-6-397 Aggressive Driving
  • OCGA 40-2-6.2 License plate cover prohibited
  • OCGA 40-6-241 Hands Free
  • OCGA 16-10-24 Obstruction, misdemeanor
  • OCGA 16-10-24 Obstruction, misdemeanor

Warrants have been applied for.
