[NARRATIVE #1 on September 14, 2025]
On Sunday, September 14, 2025, I responded to a call for service regarding a possible hit and run.
At approximately 6:15 PM, I arrived at 6979 Bells Ferry Road (JD’s On the Lake). Upon arrival, I met with a male [VICTIM #1] and female [VICTIM #2] who were driving a red Jeep Grand Cherokee (GA Tag-[REDACTED]). I spoke to Mr. [VICTIM #1] and Mrs. [VICTIM #2] about what happened. Mr. [VICTIM #1] (Passenger) Informed me of the initial crash and where it occurred. He stated as they were sitting at the intersection of Bells Ferry Rd and Sixes Rd, a white pickup truck struck them from behind. The truck driven by a white male (unidentified) reversed and drove around them. They were unable to obtain the tag from the white truck. However, they did notice the white truck continued Southbound on Bells Ferry Rd towards Woodstock.
Mrs. [VICTIM #2] (Driver) stated she felt some discomfort in her neck but did not want to be seen by EMS. She stated she had a dash cam in her vehicle that records in case of situations like this. I provided her with my email and asked her to send me that video when feasible.
After reviewing the video, I saw the white truck (White GMC Sierra) strike the rear of Mr. [VICTIM #1] and Mrs. [VICTIM #2]’s vehicle. The GMC then reverses, pulls to the right of the Jeep Cherokee, appears to run over the curb, goes around the Jeep, and continue straight on Bells Ferry Rd.
After further investigation into the driver of the White GMC, using Fusis and Flock, I was able to determine the license plate for the GMC (GA: [REDACTED]). The GMC is registered to Paul Schempp of Woodstock, GA.
Video evidence was uploaded to case file with photos of the Red Jeep Grand Cherokee
A follow-up interview will be conducted on Wednesday (9-17-2025).
I returned to service.

[NARRATIVE #2 on September 17, 2025]
On Wednesday, September 17, 2025, at approximately 7:36 PM, I went to [700 BLOCK] Victoria Ct, in reference to a follow-up pertaining to a hit and run that occurred on Sunday, September 14, 2025.
Upon arrival I attempted to contact Paul Schempp. After multiple knocks on the front door of the home, I attempted to call Mr. Schempp on the phone. After speaking with Mr. Schempp on the phone, I asked him to exit the home to speak with me in person, he did. While speaking with Mr. Schempp, He verified the white GMC Sierra was indeed his. I asked him multiple questions about his truck and when he drove it. During my questioning process, Mr. Schempp confirmed he was driving the truck on Sunday the 14th and he thought the generator in the bed of his truck was what made the bang on his vehicle and not him hitting another car.
Mr. Schempp was informed at that time; he was being detained and not free to leave. Deputy Hopson And Deputy Bomeisl stood by with Mr. Schempp as I went to my patrol vehicle to secure the warrant for Mr. Schempp’s arrest.
Once the warrant was secured, I placed Mr. Schempp under arrest at approximately 8:35 PM. The handcuffs were double locked and checked for fitment. I conducted a contraband search of Mr. Schempp, nothing was found. Mr. Schempp was allowed to call his roommate, who agreed to look after the pets in the home.
I placed Mr. Schempp in the rear passenger seat of my patrol car and attempted to seatbelt him in; however, Mr. Schempp asked not to be seat belted in. Mr. Schempp was transported to the Cherokee Adult Detention Center and turned over to the custody of the ADC deputies. His belongings were turned over to the ADC property civilian. I checked the rear seat of my patrol car for contraband; none was found.
Warrant secured for:
OCGA: 40-6-70/Hit and Run
OCGA: 40-6-390/Reckless Driving
OCGA: 40-6-20/Failure to obey control device
I returned to service.
