[NARRATIVE #1 on January 03, 2026]
On January 3, 2026, at approximately 2:30 p.m., I responded to a hit and run at [8600 BLOCK] Hickory Flat Hwy, Canton, GA, 30115. The caller, a representative from Sirius XM, informed the dispatcher that a Honda was involved in a vehicle collision. Shortly after, Engine 23 arrived on the scene and notified dispatch that a single vehicle was off the roadway.
Upon arrival, I located the vehicle (GA Tag, [REDACTED]) and its driver, [VICTIM #1], near the intersection of Hwy 140 and Sugar Pike Road. [VICTIM #1] appeared uninjured and began to explain the situation.
[VICTIM #1] was travelling westbound on Hwy 140, near the intersection of Sugar Pike Road. He came to a stop and prepared to make a left-hand turn into a residential area. A car behind [VICTIM #1] swerved around him and continued down the roadway. The next car in line struck the right rear bumper of [VICTIM #1]’s vehicle, but failed to stop, and continued to drive. [VICTIM #1]’s right rear bumper and quarter panel were heavily damaged. The car was not able to drive and required a towing service.
[VICTIM #1] described the suspected vehicle as a red/burgundy-colored truck, possibly a Ford 150 or 250. He did not obtain the vehicle registration or any other identifiable markings of the truck or the driver. I provided [VICTIM #1] with a case card and explained how to obtain this report.
Later in the investigation, a passerby (name not recorded) approached me and stated that he witnessed the suspected vehicle make a right-hand turn from Hwy 140 onto Batesville Road after the accident occurred. He noted seeing damage to the left front bumper with bits of plastic hanging.
Cpl. Artigas arrived on the scene, and I relayed the information I had received. He immediately began searching FLOCK for the suspected vehicle. Not long after, he was able to locate the vehicle travelling through the intersection of Hwy 140 and Mountain Road, just before the collision. I also received an email from [REDACTED] (Intel), stating that she may have found the suspected vehicle (GA Tag, [REDACTED]).
After running the registration through GCIC, I learned that the vehicle (red 2015 Ford F150 Supercrew) was registered to Socorro Connie Rangel, [900 BLOCK] Singing Hills Drive, Roswell, 30076. I requested dispatch to notify the proper agency and search for the truck at the given address. Unfortunately, officers did not locate the vehicle.
I then called Socorro and attempted to speak with her. She confirmed that the vehicle was indeed hers, but denied operating it during the time of the vehicle accident. She mentioned two other people use the truck, but refused to provide any other information. She repeatedly said, “I need to find out who it is”. I encourage her to call me back at the Cherokee County non-emergency number once she obtains what I requested.
Once completed, I ended the call and returned to service.

[NARRATIVE #2 on January 03, 2026]
On January 3, 2026, after my shift had been completed, Deputy McClellan informed me that Socorro Connie Rangel had called and confessed to being involved in the hit and run on Hickory Flat Hwy. Deputy McClellan completed a supplemental narrative to my original report regarding the conversation he had with Socorro.
On January 4, 2026, at approximately 8:30 a.m., I called Socorro to continue my investigation. She stated that while traveling on Hickory Flat Hwy, the vehicle in front of her swerved around another car (V2, [REDACTED]) that had stopped to make a left-hand turn into a residential area. Socorro said she did not have enough time to stop, which caused her to strike the rear bumper of the stopped car (V2).
Socorro stated that she panicked and continued driving down the roadway. She repeatedly said, “I’ve never done this before,” and “I was scared.” When asked why she had provided false information during our initial phone conversation, she gave the same explanation. I informed Socorro that an arrest warrant would be issued and advised her to turn herself in the following day. I ended the call and returned to service.
I secured an arrest warrant (CE0143852) immediately after.
