On December 13, 2025, at approximately 1529 hours, I arrived at 3826 Cobb Parkway (Walmart North). I was dispatched to this location for an unrelated incident. After the completion of the call officers were flagged down in reference to a report of a disorderly person.

Upon Arrival, I spoke with Andrea Sandmann, who was observed to be very and hitting vehicle 1 [REDACTED BY AGENCY]. Sandmann stated that she was walking to her vehicle when she was almost struck by [VICTIM #1]’s vehicle, and he told her that she needed to watch where she was going, using vulgar language. Sandmann then proceeded to push her shopping cart towards her vehicle when [VICTIM #1] followed her with his vehicle and stopped right behind where she was parked and did not allow her to leave.

I spoke with [VICTIM #1], who was in vehicle 2 [REDACTED BY AGENCY]. [VICTIM #1] stated he was reversing out of the parking stall when Sandmann walked directly behind his vehicle. He stated he told her she needed to watch where she was going, and then he proceeded to drive away. [VICTIM #1] stated Sandmann physically ran after his car and hit the passengers rear side of his car with her hand, which Sandmann admitted to doing. He stated that she then placed the shopping cart in front of his vehicle, preventing him from moving.

After a bystander moved the shopping cart, [VICTIM #1] stated Sandmann stood in front of his car, leaning her body weight on the front of the vehicle, preventing him from moving. [VICTIM #1] stated that Sandmann threatened to beat his car with a crowbar. He stated that he called 911, and Sandmann entered her vehicle and reversed into [VICTIM #1]’s car three times, and struck the passenger tire each time. [VICTIM #1] stated he was in fear for his safety during the incident.

While Sandmann was reversing out of the parking stall, she struck the vehicles to the right of her parking stall, [REDACTED BY AGENCY], causing minor damage. Officers attempted to make contact with the registered owner, [VICTIM #2] but no contact could be made.

On scene, three witnesses were located, and stated the events matched the statement given by [VICTIM #1].

As Officers were responding, Sandmann was observed physically attempted to jump onto the hood while smacking the car with her hands, while screaming at the driver with vulgar language. Sandmann was ordered three times by Officers to get off of the car, and she did not comply. Officers were able to calm Sandmann down and place her into her vehicle.

I spoke with Sandmann, and she stated she was supposed to be resting from surgery on December 12, 2025. She also stated to officers that she consumed an anxiety medication at approximately 1200 hours before the incident. Sandmann was observed to have red eyes and appeared to be disorderly when answering questions. Sandmann was asked if she would submit to a Standardized Field Sobriety Exercise, which she consented to. OFC. Garcia conducted a Walk and Turn and One Leg Stand on Sandmann. Due to the clues found in the examinations, Sandmann was determined to be under the influence.

I ordered Sandmann to step out of her vehicle to turn around, put her hands behind her back, and placed her under arrest for Driving under the Influence, False Imprisonment, Simple Assault, and Disorderly Conduct. I handcuffed Sandmann and ensured a proper fit and double lock. Sandmann was placed into the patrol vehicle and secured in a seat belt. Sandmann was read implied consent and stated “yes” to the testing of blood. Sandmann’s car was searched in the driver’s and passenger seats, and two prescription bottles were found and pictures taken of them.

Sandmann was transported to the Acworth Police Department. Ten-Eight Forensic was requested to conduct a blood draw on Andrea Sandmann. The blood draw was packed and sealed and sent to the Georgia Bureau of Investigation for testing.

Sandmann was turned over to PSL Matthews for transportation to Cobb ADC. Sandmann was turned over to Jail Staff without incident.

I obtained warrant No. 25-W-10551 on Sandmann on the following charges:

DUI: Less Safe Drugs
False Imprisonment
Simple Assault
Disorderly Conduct

I was wearing my department-issued body-worn camera, and it was functional and activated for the entirety of the call. The patrol vehicle’s inmate compartment was checked before and after transport.
