On October 30th, 2025 around 20:40 The Violent Crime Bureau(VCB), consisting of VIPER and TAC, were working in the area of Riverside Pkwy and Premier Ln. This area is known by local law enforcement to be a high crime area where narcotics usage and sales, as well as violent crime, is prevalent.

On this date Ofc Sorenson and I were operating in an undercover vehicle, conducting surveillance at [300 BLOCK] Riverside Pkwy. While conducting surveillance there we observed a Jeep Compass, bearing Ga tag [REDACTED] driven by Antiero Finley, leaving the gas station. We observed Finley approach the Riverside exit, just north of Premier Lane. Finley came to a stop while completely over the sidewalk area. Finley made a right turn onto Riverside Pkwy and then a U-turn, heading towards I20.

We called for uniform officers to stop the vehicle due to previously mentioned movement violation. We followed Finley on Riverside Pkwy and onto I20 W, witnessing him fail to maintain his lane while in the number 4 lane, with the passenger side wheels crossing the lines. After a period of time uniform officers were able to catch up to the vehicle and initiate their emergency equipment. Finley took and extensive amount of time to pull over and come to a complete stop, driving on the right shoulder for some time. Finley did not stop the vehicle in aa normal amount of time and in my training in experience is often a tactic used to delay the stop in order to conceal an illegal substance.

When officers were approaching the vehicle Finley was moving around in his seat, and when I got to the driver’s side window I could see him leaning down, sticking one of his hands under the seat. I was not sure if Finley was trying to hide something or if he was attempting to grab a weapon. I immediately smelled the odor of marijuana emitting from inside the vehicle and a plastic bag containing marijuana was in plain view on the passenger seat as well.

Due to the multitude of suspicious behavior and the odor of marijuana I immediately told Finley to exit the vehicle, which he did not do. Finley was given multiple commands to exit the vehicle and did not exit on his own fruition. I grabbed Finley’s left arm, which was sticking out the window and held it while trying to remove his seatbelt. Once the seatbelt was removed his door was opened. Finley still refused to exit the vehicle.

Ofc Reid grabbed his arm and attempted to pull Finley from the vehicle. Finley actively resisted and pulled his body backwards. Finley continued to resist and pull against Ofc Reid. Finley was removed from the vehicle but stood up and pulled away from Ofc Reid. Suddenly Ofc Reid let go of Finley and he said his “pec” muscle was torn. This internal injury was directly caused by Finley’s willful resistance and backward force he applied to Ofc Reid.

When Ofc Reid released suddenly released his grip Finley immediately fell backwards, and down onto his buttocks. This backward motion proved that he was actively pulling away. Once on the ground Finley still resisted. He was told to give us his arms multiple times and refused. He was pushed forward and down onto his stomach and still refused to give us his arm. At this point we could not see his right arm, and we were not sure if he was armed. After struggling with him on the ground we were finally able to place him into handcuffs. At this point he was under arrest for both traffic violations, obstruction, felony obstruction, and aggravated battery on a law enforcement officer.

Finley was searched on the ground. He was then walked to a patrol car and searched again. During the second search it was discovered he had a second pair of pants on, and inside the pants marijuana was located.

A probable cause search of the vehicle was conducted. In total 9.7 grams was seized on scene. No other narcotics or weapons were located. Finley was now also charged with misdemeanor marijuana possession.

Finley was transported to the Cobb County Adult Detention Center and turned over to deputies there. Ofc Reid went to Kennestone Hospital for medical evaluation. The vehicle was impounded.
