[NARRATIVE #1 on September 22, 2025]
On 9/22/2025, at 2300 hours, I, Officer Stephenson responded to Cobb Pkwy and Summers St, in reference to a Hit and Run. The complainant told Dispatch, a blue Volkswagon Jetta, bearing GA tag [REDACTED] (later identified as [REDACTED]), hit his vehicle and continued down on McCollum Pkwy.
Upon arrival, I made contact with [VICTIM #1] (Driver 2). [VICTIM #1] stated at approximately 2245 hours, he had just turned left from Summers St into the number 1 lane of Cobb Pkwy South. [VICTIM #1] stated a blue Volkswagen Jetta bearing GA tag [REDACTED], had just taken a right onto Cobb Pkwy South from Kennesaw Due West Rd. [VICTIM #1] stated the Volkswagen Jetta veered in to his lane on Cobb Pkwy South and ran into the passenger side of the vehicle.
[VICTIM #1] stated the vehicle continued on Cobb Pkwy South and got into the number 1 left turn lane on Cobb Pkwy South to turn onto McCollum Pkwy. [VICTIM #1] stated he followed the vehicle down McCollum Pkwy until dispatch advised he was out of City of Kennesaw jurisdiction and to turn around and go back to the area of where the incident occurred.
[VICTIM #1] stated he did not see driver. [VICTIM #1] stated the Volkswagon Jetta should have damage on the front left fender.
[VICTIM #1] said he did not get injured during the accident. I observed a large dent on the passenger side front door of the Honda Accord. I observed multiple white paint transfer marks on both passenger side doors of the Honda Accord.
[VICTIM #1] stated he wished to prosecute if the driver was located.
I provided [VICTIM #1] with a Buy Crash card reference this incident and how to obtain a copy of the report.
I checked the FUSUS camera located at Cobb Pkwy and Kennesaw Due West Rd. The FUSUS camera was not working at the time of the incident. I checked the FUSUS camera at Cobb Pkwy Southbound at McCollum Pkwy and at 10:48:50 hours, I observed the blue Volkswagen and the gray Honda Accord turn left from Cobb Pkwy Southbound onto McCollum Pkwy. I checked nearby Flock cameras and the blue Volkswagen has not hit on Flock in a few days.
I attempted to contact the registered owner of the Volkswagen Jetta, Bryan Andrews, via phone with negative contact.
A Gears report was completed.
A clip of the FUSUS video was sent to CID for evidence.

[NARRATIVE #2 on October 31, 2025]
I, Officer Ferree, investigated this hit and run. I was advised Andrews had filed an insurance claim with his insurance regarding damage to his car. On 10/28/2025, I spoke with [REDACTED] at State Farm, who advised me Andrews had filed a claim online on 9/23/2025 at 1754 hours. [REDACTED] stated the insurance company tried multiple times to reach Andrews with no luck, so she became involved with his case. [REDACTED] stated the damage on the vehicle is the front driver side fender.
[REDACTED] advised she called and left a message for Andrew and she later received a message from Andrews on 10/13/2025 advising he was turning from Kennesaw Due West Rd ontо Соbb Pkwy while en route to work. Andrews advised in the message that as he turned onto Cobb Pkwy, he felt a bump and looked around and did not see a vehicle, so he thought he hit trash. Andrews advised this occurred around 2246-2248 hours and when he got to work, he looked at his vehicle and did not see any damage. Andrews advised his dad noticed the damage the next morning.
On 10/31/2025, I called Andrews and advised him I was investigating a hit and run. Andrews acted confused and asked when the accident occurred and I told him. Andrews advised he did not know what I was talking about. I advised Andrews he needed to be honest with me and advised him I had already spoken with his insurance agent. Andrews then advised he was on Kennesaw Due West Rd at Соbb Рkwy waiting to turn right. Andrews stated he was looking to the left and did not see any vehicle, so he pulled out into the right lane.
Andrews stated he felt his car jerk, but he did not see anything or another vehicle, so he thought he may have hit trash in the roadway. Andrews stated he continued to McCollum pkwy and still did not see any other vehicle than ones that were in front of him and already at the light. Andrews stated he looked at his vehicle when he arrived at work, but did not see any damage. Andrews stated he drove home the next morning and went to bed and was woken up by a family member who noticed the damage.
I requested Andrews come to the police department and he advised he would be en route.
Andrews arrived to the police department and he was arrested for Failure To Maintain Lane and Hit and Run. He was turned over to PSA Rodriguez.
The accident report was updated.

[NARRATIVE #3 on October 31, 2025]
On 10/31/2025 at approximately 1235 hours, I, P.S.A James and PSA Aldridge was dispatched to 2539 J.O Stephenson Ave to transport Bryan Andrews.
Upon arrival, I took custody of Andrews and his belongings. He was handcuffed behind his back, checked for proper fit, and double locked for safety. PSA Rodriguez searched him for weapons and contraband. She had negative results on the search.
He was escorted to the transport van and placed on the left side, and the door was secured. He was not seat belted due to there not being seat belts in the back of the transport van.
I transported him to the Cobb County Adult Detention Center. He was turned over to jail staff without any incident, and with all necessary paperwork.
I conducted a search of the passenger compartment prior to and after the transport of Andrews to Cobb County Adult Detention Center. No contraband was located during either search.
