Officer’s Narrative:

On the above date, at approximately 2040 hours, I, Officer Perkerson, was dispatched to [4300 BLOCK] Sentinel Pl in reference to a child abuse case that was later changed to a domestic dispute. While enroute, dispatch advised [WITNESS #1], the complainant, had a young girl, later identified as [VICTIM #1], come up to her screaming for help, stating her dad, later identified as Jamar Jones, was choking her.
Upon arrival, I spoke with [WITNESS #1] and [WITNESS #2], who stated they were out trick-or-treating with their children in the area of Kentmere Main and Legacy Park Cir when [VICTIM #1] ran up to them yelling, “Please help me, my dad is trying to kill me.” [WITNESS #1] and [WITNESS #2] stated [VICTIM #1] jumped in their car and locked the doors. [WITNESS #1] and [WITNESS #2] stated that Jamar approached them and began demanding that they turn over [VICTIM #1]. [WITNESS #1] and [WITNESS #2] stated [VICTIM #1] pleaded with them not to let Jamar take her and stated her mother, [WITNESS #3], was coming to pick her up. [WITNESS #1] and [WITNESS #2] stated that Jamar stated, “y’all take her home then,” before leaving in a white sedan.
I spoke with [VICTIM #1]. [VICTIM #1] stated Jamar brought her to Legacy Park to trick or treat. [VICTIM #1] stated that when Jamar saw her trick-or-treating with a group of boys, he approached her, grabbed her neck from behind, and began escorting her to the car to leave. [VICTIM #1] stated that while in the car and in the area of Lullwater and Legacy Park Cir Jamar began hitting her. [VICTIM #1] stated that while fighting, Jamar covered her mouth and nose with his hand and she could not breathe. [VICTIM #1] stated that she told Jamar that if he didn’t stop hitting her, she would jump out of the vehicle. While speaking with [VICTIM #1], I observed scratches on her neck, a cut on her left wrist, bruising on her left bicep, and a bruise on her right wrist.
[WITNESS #3] arrived on scene. I spoke with [WITNESS #3] and she stated Jamar was driving her white Nissan Sentra to take [VICTIM #1] trick-or-treating with her friends. [WITNESS #3] stated she spoke with Jamar after the incident and she instructed him to go home to [200 BLOCK] Whitetail Cir, Holly Springs. [VICTIM #1] was turned over to [WITNESS #3] on scene.
Myself, Sgt Bobo, and Holly Springs police officers met with Jamar at his residence. Jamar stated he and [VICTIM #1] traveled to Legacy Park to trick-or-treat. Jamar stated he brought [VICTIM #1] there to trick or treat with a female friend. Jamar stated he was watching and [VICTIM #1] began conversing with a group of boys. Jamar stated he told [VICTIM #1] to get in the car. Jamar stated [VICTIM #1] would not listen to him, so he grabbed her by the back of the neck.
Jamar stated [VICTIM #1] got in the car and began kicking and threatening to jump out of the car. Jamar stated he tried to prevent [VICTIM #1] from jumping out of the car by grabbing her arms. Jamar stated [VICTIM #1] began yelling to stop trying to kill her. Jamar stated [VICTIM #1] hit him several times. While speaking with Jamar, I did not observe any injuries. When asked how [VICTIM #1] sustained her injuries, Jamar stated he has nails and she must have been scratched in the fight.
Due to testimonial and physical evidence, Jamar was determined to be the predominant aggressor and was placed under arrest. I placed Jamar in handcuffs and checked them for proper fit and ensured they were double locked. I searched Jamar’s person incident to arrest. I did not locate any weapons or contraband. I placed Jamar in the rear right side of my patrol vehicle and secured his seatbelt. I transported Jamar to the Cobb County Adult Detention Center and turned him over to jail staff without incident.
I returned to the Kennesaw Police Department, where I obtained warrant number 25-W-9305 signed by Judge Boone for the charges of Aggravated Assault (OCGA 16-5-21), Battery Family Violence (OCGA 16-5-23(f)), and Cruelty to Child 2ND Degree (OCGA 16-5-70(c)).
I searched my rear passenger compartment before and after the transport. I did not locate any weapons or contraband.
