On January 1, 2026, at approximately 0347 hours, I was dispatched to [3000 BLOCK] Cobb Parkway #[REDACTED] regarding a domestic dispute.
Upon Arrival, I met with the complainant, Random Coffey-Velazquez. Random had visible blood on his nose and scratch marks on the back right side of his neck. Random appeared to be intoxicated. Random stated that he and his girlfriend, [VICTIM #1], came home from a party at approximately 0200 hours. According to Random, [VICTIM #1] decided to yell at him when they arrived home, then, after putting the kids to sleep, she kicked him in the face. I asked him if anything led to her kicking him in the face, and he stated that [VICTIM #1] was mad because she thinks he is cheating, and while he was sitting on the bed, she kicked him in the face. Random said that he pushed her back with open hands to defend himself.
[VICTIM #1] stated that they have had issues in the past of Random being unfaithful to her, so today she went through his phone and confronted him about what she found on his phone. [VICTIM #1] stated that she threw his phone from the bedroom to the living room, and that is when he grabbed her by the neck and started to choke her and held her down on the bed. [VICTIM #1] stated that she kicked him multiple times to get him off her. [VICTIM #1] also said that she scratched Random and did everything she could to get him off her. [VICTIM #1] stated that they fought on the bed with Random hitting her in the face, grabbing her arm, and choking her for a while before she went to the living room. [VICTIM #1] called [WITNESS #1], her neighbor, and her mother so they could be on their way.
[VICTIM #1] has strangulation marks on the right side of her neck, a visibly bloody lip, two bumps on the back of her head, and a bruise on her knee.
Looking at the injuries on both [VICTIM #1] and Random, I determined that Random’s injuries are defensive wounds. Such as the scratch on the back of his neck, would be from [VICTIM #1] trying to get him to stop choking her. [VICTIM #1] stated he choked her, which matched the injuries she sustained on the right side of her neck. Due to the injuries and testimonies, it was determined that Random was the predominant aggressor, and he was placed in properly fitted, double locked handcuffs. Random was searched and placed in my patrol vehicle.
I spoke with [WITNESS #1], who stated that Random has a history of Domestic Violence with his past girlfriends as well. [WITNESS #1] said that today he received a call from [VICTIM #1], and she said, “he choked me,” and asked him to come. [WITNESS #1] stated that when he came downstairs, Random was not there, but he could tell [VICTIM #1] was scared and in a panic.
I transported Random to RacTrac on Church Street, and he was turned over to PSL Mathews to be transported to Cobb County Jail.
