On November 29, 2025, at 2055 hrs, while assigned to the Smyrna Police Department Uniform Patrol, I responded to an unwelcome visitor call for service at 766 Concord Rd SE.
Upon my arrival, I spoke with a black male matching the description given by Smyrna dispatch wearing a blue jacket, dark jeans, a cream hat, and a black backpack. The male was shortly identified as Reginald Usher. Reginald had advised that he was there for a short period of time and used the restroom.
I then made contact with the business owners of Fresh Laundry who advised Reginald had conducted indecent exposure of mast*rbation in the facility while watching females do their laundry. The business owners were able to provide me with a copy of the video surveillance footage showing the incident.
At this time, I asked Reginald stand outside to separate the parties. Reginald complied for a short period of time before he took off on foot running westbound on Concord Rd SE. I gave Reginald commands to stop and he was pursued. I followed Reginald on foot until I lost sight of him behind Red and Terry’s Timber Tavern (730 Concord Rd SE).
Other units then came together and set up a perimeter and as they were beginning to check the area Ofc. Edwards (#1445) went towards a shed on the property of a Preferred School Care Learning Center and heard movement. At that time commands were given, and a subject was detained. I arrived at the following location and confirmed that it was the suspect.
Reginald was placed in custody with handcuffs to the rear, double locked, and checked for proper fitting. Reginald was then checked for any weapons or contraband and placed in the rear of the patrol vehicle. He was then transported to Smyrna City Jail without incident or injuries. He was turned over to the jailers.
Reginald Usher is being charged with the following:
OCGA: 16-6-8; PUBLIC INDECENCY
OCGA: 16-10-24(a); OBSTRUCTION HINDERING LAW ENFORCEMENT
