On March 20, 2026, I, Inv. Daniel, met [REDACTED BY AGENCY] responded to the Sheriff’s Office to file a complaint about elderly abuse and financial exploitation of her mother, [REDACTED BY AGENCY]. According to [REDACTED BY AGENCY] her sister, Mrs. Julie Willey and her husband, Mr. Adam Willey, have been living with [REDACTED BY AGENCY] for several years and have been taking advantage of her financially and have not given her the proper care she requires for her dementia medical issue.

On March 6th, [REDACTED BY AGENCY] responded to her mother’s residence to check on her when she learned that both Mr. and Mrs. Willey had been arrested. She stated when she arrived on scene, she and other family members found [REDACTED BY AGENCY] located on the back porch, on the ground, half naked and covered in feces. The door leading to the back porch from the house was locked with a deadbolt from the inside.

[REDACTED BY AGENCY] stated she and family members were able to gain access to [REDACTED BY AGENCY], pick her up, and subsequently get her cleaned up. It should be noted that [REDACTED BY AGENCY] had also been eating the feces due to her being extremely hungry. It is unclear how long [REDACTED BY AGENCY] was left on the back porch unattended.

[REDACTED BY AGENCY] stated on March 6th she and the other family members attempted to clean the home. She stated that there was trash located inside the home not in trash bins, rotten food, dirty dishes and an overall unclean and unhealthy living environment for someone to be living in. [REDACTED BY AGENCY] also stated that [REDACTED BY AGENCY] had a small refrigerator located in her bedroom when it was opened, there were expired items and rotten food inside the refrigerator.

[REDACTED BY AGENCY] also stated that while cleaning up the home, drugs and drug paraphernalia were in the common areas of the home that were easily accessible to [REDACTED BY AGENCY]. She advised that both Mr. and Mrs. Willey are avid drug users with their drug of choice, being methamphetamines. [REDACTED BY AGENCY] stated both have been arrested numerous times for drug possession.

[REDACTED BY AGENCY] advised that her mother, [REDACTED BY AGENCY], had been diagnosed with dementia by her primary care doctor. She advised that Mr. and Mrs. Willey both had been living with [REDACTED BY AGENCY] for about seven years. Since living with her, they had since convinced her to apply for a reversed mortgage on her home which [REDACTED BY AGENCY] did. However, no one knows where the money from the reversed mortgage has gone because it was never deposited in [REDACTED BY AGENCY] bank account.

[REDACTED BY AGENCY] advised that APS has been contacted several times and responded to check on [REDACTED BY AGENCY]. However, each time APS spoke with [REDACTED BY AGENCY], she was able to convince them that she was being properly cared for and denied any help from them. The last time APS had contact with [REDACTED BY AGENCY] was about a year ago.

[REDACTED BY AGENCY] stated she is an authorized user on [REDACTED BY AGENCY] bank account at Wells Fargo Bank. She stated that she sees transactions that don’t make sense and that she knows her mother is not making. She believes Mr. and Mrs. Willey are using [REDACTED BY AGENCY] debit/credit card without her knowledge and consent.

[REDACTED BY AGENCY] also stated that Mr. Willey has a bank account with Bank of America. She believes that the money from the reverse mortgage was deposited into that account instead of her mother’s account. She believed both Mr. and Mrs. Willey somehow convinced [REDACTED BY AGENCY] to do the reversed mortgage and they put his account information so they would have access to the money. The reversed mortgage was completed in 2024.

[REDACTED BY AGENCY] stated that Mrs. Willey also took out two life insurance policies on [REDACTED BY AGENCY]. However, according to [REDACTED BY AGENCY] they went into default because Mrs. Willey couldn’t continue to pay the premiums for the policies. [REDACTED BY AGENCY] believes that her sister is using her mother’s medical condition as a way of controlling her and taking advantage of her and her finances.

A referral will be sent to APS for [REDACTED BY AGENCY]. [REDACTED BY AGENCY] was explained about the investigative process and advised to continue to work with her civil attorney to try and obtain the power of attorney for her mother. [REDACTED BY AGENCY] was given a business card with case number.
