[NARRATIVE #1 on July 18, 2025]
On Friday, July 18, 2025, at approximately 0823 hours, Officer Napier responded to 219 Andrews Pkwy (Winpak), Senoia, Coweta County, Georgia in reference to a private property accident call.
While en route, Coweta 911 advised that the offender left the location in a dark in color, possible Hyundai passenger car.
Upon arrival Officer Napier made contact with Mr. [VICTIM #1]. Mr. [VICTIM #1] stated he was getting out of his car, a 2013, blue BMW 535i, GA license plate [REDACTED], when a coworker, parked to the right of his car, began backing up. The driver of the other vehicle was identified as Ms. Anithia Williams, later conveyed to Officer Napier by a witness, Mr. [WITNESS #1]. As Ms. Williams was backing out of the parking space she hit Mr. [VICTIM #1]’s open driver door with her drivers side front tire. Ms. Williams stopped and got out of the car and stated “I think I hit something”, Mr. [VICTIM #1] told her she hit his door and showed her the damage. Mr. [VICTIM #1] called the shop he usually takes his car to get worked on to get a quote on how much to fix the door so he and Ms. Williams could handle it privately. While Mr. [VICTIM #1] was on the phone, Ms. Williams stated “this isn’t my fault” and left the scene of the accident. Ms. Williams left the scene without giving Mr. [VICTIM #1] her name, address, or insurance information.
Mr. [WITNESS #1] and Mr. [VICTIM #1] could not give Officer Napier a license plate number. Mr. [WITNESS #1] described the vehicle to be a newer model Kia possibly a K5, grey or dark blue in color. Mr. [VICTIM #1] described the vehicle to be a newer model Hyundai or Kia, grey or dark blue in color. Ms. Williams along with Mr. [VICTIM #1] had just worked from 2000 hours to 0800 hours and were getting off work.
Sergeant Black arrived on scene and Officer Napier relayed the information she was given to him. Sergeant Black used law enforcement resources, and searched for the described car and time when Ms. Williams left the scene, or entered the City of Senoia the day prior for work. Sergeant Black was unsuccessful to find a vehicle registered to Ms. Williams.
Mr. [VICTIM #1] gave Officer Napier the name and phone number to his environmental and safety manager, [WITNESS #2], to review the video footage of the incident. Officer Napier met with Mr. [WITNESS #2] in the front office and he escorted her to his office to view the footage. Officer Napier observed on the video, a heavy set black female, wearing a dark in color shirt, walk to her vehicle at 0811 hours from the building, gets into her car and begins backing up, hitting Mr. [VICTIM #1]’s car door at 0813 hours. The black female is seen getting out of her vehicle and observing the damage. She is observed walking around the car and speaking with Mr. [VICTIM #1] for approximately seven minutes before getting in her vehicle and driving off. Officer Napier asked Mr. [WITNESS #2] for more information on the name Ms. Anithia Williams to which he gave her phone number and date of birth.
Officer Napier conducted a check of Ms. Williams’ information through GCIC/NCIC and Coweta 911, requesting any Report Management System (RMS) information that could link a license plate number to her. Coweta 911 relayed the Georgia license plate [REDACTED]. This license plate came back to a 2021 Grey Kia K5, matching the descriptions given by Mr. [VICTIM #1] and Mr. [WITNESS #1]. The license plate was associated to an arrest of Ms. Williams by the Coweta County Sheriff’s Office in June of this year. Officer Napier also conducted a GCIC/NCIC check of Ms. Williams on her in car computer to view a drivers license photo.
Sergeant Black conducted another search for the vehicle using the listed license plate. The gray in color Kia K5, was seen on Highway 16 near Pylant Street at 0702 hours. While Officer Napier and Sergeant Black knew Ms. Williams shift was happening during this time they wanted to confirm this was her driving the vehicle when the crash occurred.
Officer Napier and Sergeant Black met back up with Mr. [WITNESS #2] a second time to review the footage from 0700 hours. Officer Napier and Sergeant Black observed on the video the gray in color KIA K5 pulling into the parking spot to the right of Mr. [VICTIM #1] at 0704 hours, confirming this was the same vehicle on Highway 16 near Pylant Street at 0702 hours. Officers observed a heavy set female, who match Ms. Williams, gets out of the car at 0707 hours and enter in the building at 0708 hours. The KIA is registered to a Ms. [REDACTED], who is not an employee of Winpak. Officers observed Ms. Williams exit the building to the west near the semi truck trailers, and walk toward the KIA at 0811 hours. Ms. Williams was observed entering the driver’s side door of the KIA at 0813 hours. Ms. Williams is observed backing up and striking Mr. [VICTIM #1]’s vehicle. Ms. Williams is observed exiting the car and looking at the damage while talking for approximately 7 minutes. Ms. Williams then enters her vehicle and leaves the property at 0820 hours. Mr. [VICTIM #1] called 911 at 0823 hours.
Sergeant Black took a video of the security camera video for evidence using AXON Capture app.
Officer Napier attempted to call Ms. Williams three times with no answer using the supplied number from Winpak Human Resources. Officer Napier asked Coweta 911 to call and patch her in as well, and there was no contact made during this attempt either.
Based on the totality of the circumstance including witness identification, driver’s license vital verification, placing Ms. Williams in the vehicle from a previous arrest and her sole employment at Winpak, a warrant will be sought for OCGA 40-6-270 Hit and Run; Duty of Driver to Stop At or Return to Scene of Accident.

[NARRATIVE #3 on July 23, 2025]
On Wednesday, July 23, 2025, at approximately 1008 hours, Officer Napier was notified through law enforcement resources that the gray Kia K5 [REDACTED] that Ms. Williams had been driving during the event of the hit and run that occurred on July 18, 2025 had entered the city of Senoia.
Officer Napier observed the vehicle leaving Winpak, pulling South onto Howard Road towards Highway 16. At approximately 1014 hours, Officer Napier turned on her emergency blue lights and sirens, conducting a traffic stop on the above vehicle on Highway 16 at Cumberland Trail. Officer Napier recognized the driver to be Ms. Anithia Danielle Williams, confirmed with her driver’s license. Officer Napier had a physical copy of the arrest warrant for Ms. Williams.
Officer Napier had Ms. Williams step out of the vehicle and place her hands behind her back. Officer Napier handcuffed and double locked the cuffs at the small of her back. Officer Napier conducted a search of Ms. Williams person for weapons. Ms. Williams was placed in the rear of Officer Napier’s patrol unit and buckled in.
As Ms. Anithia Williams was not the registered owner of the Kia, a request was made to make contact with Ms. [REDACTED] to take possession of her vehicle. Officer Napier spoke with Ms. [REDACTED] via phone call, giving her permission for her daughter, Ms. [REDACTED] (GA OLN [REDACTED]), to take possession of the vehicle.
The offenders, Ms. Williams and Mr. Mayner, were arrested, handcuffed, searched and the rear patrol vehicle seat checked for weapons and contraband. The offenders were placed in a seatbelt and transported to CCSO. Upon arrival at CCSO, the offenders were removed from the vehicle; the rear seat searched again for weapons and contraband, then turned over to CCSO for booking.
See Sergeant Black’s report, case number 25-2250, for the arrest of Mr. Mayner.
