[NARRATIVE #1 on May 27, 2026]

On May 27, 2026 I, DS Ball, responded to [REDACTED BY AGENCY] in reference to an elder abuse case occurring at Corinth Road Personal Care Home.

I arrived on scene and began speaking with the caller [REDACTED BY AGENCY] who wished to file a abuse report for her father [REDACTED BY AGENCY]. She stated several instances have occurred where her father has been left unattended and fell. She sent me pictures of the injuries sent to her by the nursing homeowner Ms. Ann Cowan. She also showed me a video Ms. Cowan sent her from Friday May 22, 2026 at 1423 where Mr., [REDACTED] was falling out of his chair and allowed him to fall hitting his head. She videoed the incident of him falling and did not provide assistance while he was falling. [REDACTED BY AGENCY] advised she would email me all the documentation she wished to have attached to the report.

I gave her a case pamphlet with a case number along with my email to send the documentation she had of the alleged abuse.

[NARRATIVE #2 on June 01, 2026]

On June 1, 2026, I, Inv. Daniel, responded to 355 Millard Farmer Industrial Blvd (Brook Dale Senior Living) regarding an elder abuse/neglect complaint.

Upon arrival, I met with [REDACTED BY AGENCY], who stated while she was a resident at Corinth Road Personal Care (1141 Corinth Rd Newnan, Ga 30263), she was verbally abused and neglected by Mrs. Ann Cowan. [REDACTED BY AGENCY] stated this type of activity went on the entire time she was a resident at Corinth Road Personal Care.

[REDACTED BY AGENCY] stated that as a resident at Corinth Road Personal Care, Mrs. Cowan would be verbally abusive and aggressive towards her. This occurred whenever [REDACTED BY AGENCY] would call 911 for an ambulance to ask for her to be transported to the hospital. [REDACTED BY AGENCY] stated Mrs. Cowan was extremely aggressive and used a condescending tone when she would speak to [REDACTED BY AGENCY].

[REDACTED BY AGENCY] stated she had filed several reports with the Sheriff’s Office regarding the type of treatment that she received from Mrs. Cowan while at Corinth Road Personal Care. There were three reports filed in 2025 (2508000571, 2510000286, and 2511000035) involving [REDACTED BY AGENCY] and Mrs. Cowan. All the reports were cleared unfounded due to a lack of evidence.

[REDACTED BY AGENCY] stated she ultimately left Corinth Road Personal Care and went to a different facility. However, prior to leaving Corinth Road Personal Care she was able to obtain several videos of Mrs. Cowan verbally abusing her and causing her mental anguish. She was also able to obtain pictures of her medicine that was taped outside her door next to the door frame.

[REDACTED BY AGENCY] who is confined to a wheelchair, stated the medicine was taped high up the wall. She stated it required her to stand up and reach for the medicine and remove it from the wall. [REDACTED BY AGENCY], who has trouble standing and walking, stated it was extremely difficult for her to have to stand up, then reach up, to get her medicines that were taped to the wall. [REDACTED BY AGENCY] also stated that not only was the medicine taped to the wall outside her room, but that it was taped in an area where other residents had access. [REDACTED BY AGENCY] provided pictures of the medicine taped to the wall along with three videos of [REDACTED BY AGENCY] being verbally abusive and aggressive to investigators on this date.

[REDACTED BY AGENCY] was also able to provide a text message thread from Mrs. Cowan to her where Mrs. Cowan referred to [REDACTED BY AGENCY] as a “b*tch”. The text thread was regarding a report that [REDACTED BY AGENCY] filed with the state of Georgia alleging the elder abuse/neglect. Mrs. Cowan’s condescending tone is evident in the text messages due to her using verbiage such as “because neither of you have ever read a report from the state, I will explain in small words so you can grasp the meaning of this message”. She also stated “did you get that b*tches? I’M STILL STANDING despite you attempts to destroy me”.

[REDACTED BY AGENCY] stated there were several other incidents that occurred between her and Mrs. Cowan that were undocumented. However, she stated that while she was at Corinth Road Personal Care, Mrs. Cowan neglected to provide the appropriate care and caused her mental anguish by not providing her with the appropriate care and treating her the way she was treated.
