On 05/03/2026 at approximately 1914 hours I D/S Lyles was dispatched to [1300 BLOCK] Lakeside Way in reference to an Animal Complaint.

Upon arrival I spoke with Kyle Overturf that stated he arrived home today from a work trip and noticed one of his three dogs were deceased. Kyle stated he returned from a lineman job in Pennsylvania for the past 3 months and that a friend of his Ex-Girlfriend named [REDACTED], was supposed to be watching and taking care of the three dogs. Kyle stated he did not know [REDACTED] very well and only communicated to her through snapchat.

At this time Kyle invited Myself and Sgt. Lamb into his apartment where we could see and smell dog Feces and Urine everywhere thought the living room. We were then also approached by two dogs which were visually skinny to the point that I was able to observe the ribs of both dogs. It should be noted that I also observed a new package of canned dog food. I continued through the apartment and observed the third dog inside a cage deceased and around piles of dog poop. It was noted that this dog was decaying and skin was falling off and it was covered in flies.

At this time Myself and Sgt. Lamb returned to the patrol car to which Sgt. Lamb was able to get the information from the Ex-Girlfriend she was identified as Annabella Osteen. Sgt. Lamb was able to call Annabella to which she stated Kyle had been in town since Thursday and that she also had went into the apartment today 05/03/2026 and grabbed a dress before leaving for Florida. Annabella also stated the dogs were hers and that she is responsible for all three dogs.

While on the phone with Annabella she stated to Sgt. Lamb that Kyle does know [REDACTED] and that she even lived with the two of them at a prior time. Sgt. Lamb contacted animal services at this time.

At this time I returned to Kyle and had him step out of the apartment to speak to me. I advised Kyle that I knew he was lying to which he stated he was and was just nervous. Kyle stated he wanted to tell the truth and stated that he left the animals alone and returned home today and observed the dog urine and feces. He then stated he observed the deceased dog and did not call 911 on 04/30/2026.

Kyle stated he knowingly left the dogs without proper food or water and left two of the dogs inside cages filled with feces and left one dog roaming around a bedroom also without food or water. Kyle also stated he did observe the dogs to be very malnourished and still did not call 911.

At this time I placed Kyle under arrest for three counts of Aggravated Cruelty to animals, and placed him into handcuffs behind the back. Kyle was searched incident to arrest and placed into the rear of the patrol vehicle where he was safety belted in. Animal services arrived on scene and took possession of all three dogs. Photos of all dogs were uploaded via Axon.

It should also noted that a witness [WITNESS #1] stated approximately last Saturday 04/25/2026 she stated she began smelling a deathly smell coming through her apartment. [WITNESS #1] apartment walls directly next to Kyles apartment.

Kyle was transported to Coweta County Jail where custody was given to jail staff. I will be applying for warrants for the arrest of Annabella Osteen for three counts of Aggravated Cruelty to animals.
