On 06/03/2026 at approximately 10:05pm, I (Ofc M Smith) was in the area of Lower Fayetteville Rd near the intersection of Newnan Crossing Blvd E, Newnan, GA 30265 when I observed a white Hyundai Santa Fe, in the on-coming lane of travel, that had its passenger side tires fully over the white fog line.
Upon observing the violation, I turned around in the entry way of 931 Lower Fayetteville Rd and started catching up to the vehicle. While attempting to catch up to the vehicle, I observed that the vehicle increased its speed notably and made an abrupt turn onto Newnan Crossing Blvd E where it immediately began to pass vehicles. I increased my speed in an attempt to catch up to the vehicle, reaching speeds over 70 mph per hour in a posted 45 mph zone.
I continued behind the vehicle on Newnan Crossing Blvd E, unable to catch up to the vehicle until it made and abrupt turn into [2000 BLOCK] Newnan Crossing Blvd E (Stillwood Farms Apartments) where I activated my emergency blue lights and siren. The vehicle, still a short distance ahead of me, continued through the gate and into the occupied apartment complex.
After making it through the gate, the vehicle continued on, reaching speeds of approximately 40 mph in the complex with other vehicles and foot traffic in the area. The vehicle continued in the complex until it reached the first right turn where the vehicle made another abrupt turn and continued on. After making the turn, the vehicle continued until it reached a three-way intersection where the vehicle made another right turn onto a dead-end section of the parking lot where the vehicle came to a stop.
After stopped, I exited my vehicle and made contact with the driver, identified as Cierra Richey, and ordered her out of the vehicle. Once out of the vehicle, I asked Richey why she was driving in such a manner and she advised she was on her phone when I initially passed and saw that I was turning around behind her. Richey advised that she “thought [she] would get home real quick”.
While speaking with Richey, I noted that there was an odor of an alcoholic beverage coming from her person and asked if she had anything to drink before driving and she advised that she did not. I asked Richey if she would be willing to perform the Standard Field Sobriety Tests (SFST) and she advised that she would not.
At that point, I placed Richey in handcuffs that were behind her back and double locked after checking fit and had her sit on the front bumper of my patrol vehicle. I read Richey Georgia’s Implied Consent Notice for Suspects Age 21 or Over and requested a breath sample which Richey refused to provide. I then read Georgia’s Implied Consent Notice for Suspects Age 21 or Over again and requested a blood test which Richey agreed to provide. While reading the notice, Richey began to claim she was hot and vomited.
Richey was then placed in the rear seat of my patrol vehicle with her safety belt fastened and she was transported to Coweta County Fire Department station 1. [REDACTED] (EMS) was able to collect a blood sample. The blood sample was secured in the box provided and turned in to evidence for submission to testing. Richey was then transported to Coweta County Jail where she was turned over to booking officers.
Richey’s vehicle and property was turned over to [REDACTED BY AGENCY] by her request. The rear seat of my patrol vehicle was checked before and after transport and found to be free of any contraband.
