On Sunday, November 9th, 2025, around 0900 hours, I DS Hildebrand, was dispatched to 425 Bobwhite Way, Newnan GA, at the Chattahoochee Bend State Park.

[WITNESS #1], the assistant park manager (GA DNR) for the State Park, called Coweta County E911 dispatch related to a report she received from a parkgoer. [WITNESS #1] stated a hiker came into the visitors center to report to DNR that there is an elderly white male with silver hair, completely naked on one of the trails. [WITNESS #1] reported there were no other people on the trails to DNR’s knowledge.

Myself and DS Ibanez arrived on scene around 0925 and met with [WITNESS #1] in front of one of the trails. [WITNESS #1] confirmed the original complaint came from a younger white male who was on the trail to look for a place to propose to his girlfriend on a later date. The male came into the visitors center and told [WITNESS #1] that he was on the Flat Rock Trail and observed an older male, about .5 miles into the trail, approximately early 60’s, 6 ft tall, with silver hair completely naked and carrying a black back pack. The hiker reported he saw the older male completely naked with his genitals exposed. The hiker told DNR that there were only three vehicles in the parking lot at the time of this encounter which were described as a truck, a volvo, and lexus.

Myself and DS Ibanez began to walk on the flat rock trail marked by red trail markers. We came to the intersection described by [WITNESS #1], where the hiker reported encountering the male. A few hundred yards away we came to an open area with rocky shoals. I observed a black back pack and what looked like a few personal items on the rocks.

As we approached, I noticed the personal items were a hat, towel, book, and a pair of shoes. I also saw an older white male with silver hair with no shirt and shoes. The male did have beige colored shorts on while we encountered him. I asked the male for his ID which identified him as David James (DOB Date of [REDACTED BY AGENCY] 1964).

I told David that we had recieved a call about a male matching his description on the fully naked on the trail. I asked David if he had clothes on the entire time and he responded with “yeah…well I had to use the bathroom”. I then asked if he had seen anyone else on the trail and David said no. I noticed when I asked David if he had seen anyone else on the trail he avoided eye contact while answering my question. I then explained to David that we would relocate back to the road and I would attempt to make contact with the witness. I asked David what he was driving and he stated it was a volvo.

[WITNESS #1] did not have contact information of the intitial witness so I relocated to another area of the park to identify him. [WITNESS #1] pulled into a different area of the park and found the vehicle that the witness was driving then described the trail he was on. After just a few minutes I saw a white male that [WITNESS #1] identified as the witness. I asked him if he had made a report to DNR this morning and he confirmed yes. The witness identified himself as [WITNESS #2] (KS [REDACTED BY AGENCY]).

[WITNESS #2] stated that he was on the Flat Rock trail this morning around 0820 hours, and walked the trail until he came to an intersection which he saw a man with silver hair appear to be naked. [WITNESS #2] stated he did not see his lower half and wanted to avoid him so he continued walking. [WITNESS #2] said the trail then loops around and several minutes later he came to the same spot from a different direction.

[WITNESS #2] said the second time he made direct eye contact with the male who was competely naked with his genitals exposed. [WITNESS #2] stated the male saw him then tried to cover himself with some type of clothing or a hat. [WITNESS #2] stated he could not recall exactly what the male was holding but did confirm he observed the male’s genitals.

[WITNESS #2] then filled out a witness statement provided by the Coweta County Sheriff’s Office.

At this time, I returned to the site where DS Ibanez was with David James. I then placed David in handcuffs and informed him he was under arrest for public indecency.

[WITNESS #1] requested a criminal trespass warning be given to David from all Georgia State Parks.

I then transported David to the Coweta County Jail where he was turned over to Jail Staff.
