On Saturday, October 11, 2025, I, Ofc. N. Tarbunas, responded to the area of 19 W Court Square in reference to a fight in progress.
Upon arrival, several other officers were on scene and the altercation had been diffused. A witness approached me and advised a black female wearing all black was the offender and she left the scene toward Dominoes. I searched the area and came in contact with a female matching this description and advised her to come with me to clarify if she was the offender. During this time, I observed Cpl. Cook assisting a male subject to the ground in which I ran over to help. This male subject was identified as David Lyon.
While attempting to place Lyons hands behind his back, he continued to speak in a loud manner with slurred speech, yelling for others to record the incident. Lyon was then handcuffed behind the back, using 2 sets of handcuffs due to his size, double locked and checked for proper fitness. Lyons was then searched incident to arrest by Ofc. Bingham, placed in the backseat of my patrol car, and buckled in for transport to the Coweta County Jail.
Cpl. Cook and Inv. McPhee then advised me that Lyon had previously been asked to leave multiple times and refused to do so. After several attempts of trying to get Lyon to leave the premises, he pointed his finger in the face of Inv. McPhee and Cpl. Cook and yelled “fu*k you”, in a loud and tumultuous manner.
Due to Lyon refusing to get out of the patrol car and being uncooperative upon arrival at the Coweta County Jail, Lyon was not searched a second time.
Once Lyon was turned over to booking, the backseat of my patrol car was searched and appeared to be free and clear of any contraband.
