On 11-03-2025 at approximately 1330 hours, I Cpl. Phillips was dispatched to [REDACTED BY AGENCY] Crit Aly in reference to suspicious activity. Per the caller there was a black male outside on the porch mast*rbating. Upon my arrival I observed a black male standing on the porch of [SINGLE DIGIT BLOCK] Lower Mann St. The male had his pants around his ankles and he was bent over with his hands in his pants.

I approached the male and asked him what he was doing. The male later identified as Dexter Clark told me he was at his house. I asked him to take his hand out of his pants. Mr. Clark refused after being told several times. I then unholstered my department issued taser pointing it at Mr. Clark telling him to take his hands out of his pants. He then quickly stood up straight and pulled his pants up in a fast motion. While he was pulling his pants up his genital area was exposed.

I then put my taser back in the holster and told him to walk down the steps, which he did not do. I then grabbed his right arm directing him down the steps. Mr. Clark immediately tensed up, and attempted to pull away from me. At this point Ofc. Townsend grabbed his arms from behind in a attempt to detain him. Mr. Clark continued to try and fight away by pulling and throwing his arms around. My Self and Ofc. Townsend were able to get Mr. Clark onto the ground and place him into handcuffs. While searching his person incident to arrest I located a glass smoking pipe and a torch lighter inside of his left pants leg, which is where his hand were at when I first made contact with him. Inside of the pipe was methamphetamine residue.

Mr. Clark was then placed into Ofc. Townsends makred patrol car. A seat belt was not placed onto Mr. Clark due to his violent behavior. Ofc. Townsend transported Mr. Clark to the Coweta County jail while I spoke to the victim. The victim [REDACTED BY AGENCY] told me that as her [REDACTED BY AGENCY] arrived home they observed Mr. Clark standing on the porch facing the road mast*rbating. I then went to the jail to take charges. Mr. Clark was charged with public indecency, obstruction and possession of drug related objects. [REDACTED BY AGENCY]
