On 04/25/2026 at 2304 hours, I, Deputy Newman #139 was patrolling the area of Highway 16 E near the intersection with Poplar Rd.
While patrolling the area, I observed a vehicle driving at an unreasonably slow speed traveling westbound on E Highway 16. I continued to follow the vehicle, where the vehicle sped up. I observed the vehicle fail to maintain its lane and almost go off the road, crossing the fog line. I conducted a traffic stop with the vehicle, where I made contact with the driver, who was identified as Edgar Mencho.
Upon making contact with Mencho, I smelled the odor of an alcoholic beverage emitting from the vehicle. In plain view, I observed an open can of Modelo, lying on the passenger side floorboard, with foamy beer all over the floorboard. I asked Mencho to step out of the vehicle, where he appeared to be confused. I also observed that Mencho had glassy eyes, which, based on my training, experience, and knowledge, is a sign of impairment.
Mencho stepped out of the vehicle, where I asked him how much he had to drink. Mencho stated he had twelve beers. Mencho was offered to perform SFST, which he refused. I placed Mencho into handcuffs, which were double locked and checked for fit. Mencho was placed into the backseat of my patrol vehicle where implied consent for blood and breath was read and refused. While speaking with Mencho, I also smelled the odor of an alcoholic beverage emitting from his breath.
Mencho provided me with his driver’s license, which I observed was expired as of 10/16/2022 out of Illinois. Citation were issued to Mencho for DUI, Failure to maintain lane, Open container, and Driving while unlicensed.
