On November 16th, 2025, I, Officer Michael Vena, responded to a suspicious and disorderly subject at 2084 Newnan Crossing Boulevard East [REDACTED BY AGENCY]. I attempted to speak to and help the female subject, Ms. Emily Rogers.
Ms. Rogers stated that she had recently left the [REDACTED BY AGENCY] and was needing assistance with returning to a residence to [REDACTED BY AGENCY]. Ms. Rogers was wearing a tank top and [REDACTED BY AGENCY] paper pants. She appeared to be in a [REDACTED BY AGENCY] from her incoherent thoughts and outbursts toward me and Officer Riley Fowler. Ms. Rogers initially identified herself as Morgan Rogers with a date of birth of [REDACTED BY AGENCY]/1997. It was later discovered while speaking to a [REDACTED BY AGENCY] on the phone that her real name was Emily Rogers with a date of birth of [REDACTED BY AGENCY]/2001. Ms. Rogers gave a false name in fear of having warrants.
During our investigation of Ms. Rogers’ situation, we attempted to offer her multiple [REDACTED BY AGENCY]. Ms. Rogers refused all help and began to become more belligerent toward us. She used many slurs, swear words, and other words that in there very nature tend to create a breach of the peace. When a friend of Ms. Rogers showed up on scene to attempt to help her, Ms. Rogers only became more aggressive and belligerent to all parties on the scene.
Realizing that the situation was only becoming more volatile, myself and Officer Fowler grabbed Ms. Rogers’ wrists and placed them behind her back to attempt to place her under arrest. Ms. Rogers began to struggle and we pinned her against a near by car to prevent her from further struggling. She was secured in handcuffs. The handcuffs were checked for fit and double locked. Ms. Rogers was placed in the rear of my patrol vehicle. I was unable to secure her in a seatbelt due to her combative state. I was also unable to search her on scene due to her combative state.
While transporting Ms. Rogers to the Coweta County Jail, she kicked at the doors and windows of my patrol vehicle. She also began to strike her head against the partition. When I arrived at the Coweta County Jail, she attempted to slip her handcuffs to the front of her person and began to try and make herself vomit on the inside of my patrol vehicle. Jail staff came out to my patrol vehicle and removed her from the rear. She was placed into the holding area where she was searched by the jail staff. Jail staff took custody of Ms. Rogers.
The complainant, [REDACTED BY AGENCY] of the [REDACTED BY AGENCY] told Officer Fowler that Ms. Rogers had been very belligerent and spoke in a volatile manner to her staff while other patients and patient’s children were in the lobby area. [REDACTED BY AGENCY] requested that Ms. Rogers be trespassed from the [REDACTED BY AGENCY]. Newnan dispatch was notified of the official trespass from the urgent care.
The friend who showed up on scene, [REDACTED BY AGENCY], also witnessed Ms. Rogers disorderly behavior while she attempted to help her.
