On 04/21/2026 at approximately 2304, around the location of E Broad St and Thompson St I witnessed a Silver in color Nissan Sentra GA Tag [REDACTED] traveling at a high rate of speed. I first attempted a traffic stop on it while it was still traveling on E Broad St but was unable to die so due to the driver turning and another vehicle getting in between us. The driver then turned into [10 BLOCK] Thompson St, where I conducted my traffic stop.
The driver, identified as Fabian Marquez-Rodriguez, got out of the vehicle as soon as I conducted the traffic stop. I then asked Mr. Marquez-Rodriguez for his driver licenses and he informed me that he didn’t have driver licenses. While speaking with Mr. Marquez-Rodriguez I was able to smell the odor of an alcoholic beverage coming from his person and him to have bloodshot red watery eyes. I asked him if he had consumed any alcohol prior to driving and he informed me that he had only drunk 2 alcoholic beverages. Due to a language barrier, I requested Deputy Ibanez badge number 085 from CCSO who was able to translate for me.
Mr. Marquez-Rodriguez was detained until Deputy Ibanez arrived. Once Deputy Ibanez was on scene, Mr. Marquez-Rodriguez was read his Miranda Warning in Spanish. After Mr. Marquez-Rodriguez stated that he understood, he was asked if he was willing to allow me to put him through a series of tests called Standardized Field Sobriety Test (SFST), and which he agreed to. Deputy Ibanez on scene helped me translate all three tests in Spanish to Mr. Marquez-Rodriguez understanding.

The first Standardized Field Sobriety Test I conducted was Horizontal Gaze Nystagmus. The instructions were explained to Mr. Marquez-Rodriguez in Spanish to which he said he understood. Mr Marquez-Rodriguez was then medically cleared before beginning the test. While conducting the test, I observed lack of smooth pursuit in both eyes as well as distinct and sustained nystagmus in both eyes. I also observed Nystagmus prior to 45 degrees in both eyes. I also observed Mr. Marquez-Rodriguez being unable to keep his head still and follow the light without moving his head. A total of 6/6 clues were found.
Walk and Turn 2/8
The next test I conducted was the walk and turn. Mr. Marquez-Rodriguez was instructed in Spanish to a very visible and definitive line on the sidewalk that was used to place him in the starting position. Once on the line, Mr. Marquez-Rodriguez was placed in the starting position and stated he understood my verbal instruction to not move out of the starting position or begin the test until I instructed him to do so.
While giving Mr. Marquez-Rodriguez further instruction, Mr. Marquez-Rodriguez had to be told to reassume the starting position. The instructions were then finished being explained and Deputy Ibanez demonstrated the walk and turn for Mr. Marquez-Rodriguez using 3 steps instead of 9. Mr. Marquez-Rodriguez stated he understood all commands and began the test. While taking the initial 9 steps, Mr. Marquez-Rodriguez took 10 heel to toe steps at the beginning instead of 9 and made an improper turn on the turn around. A total of 2/8 clues were found.
One leg stand 0/4
Mr. Marquez-Rodriguez was then asked if he would like to do the one leg stand and he agreed. Deputy Ibanez then placed him in the starting position and relayed all instructions to which Mr. Marquez-Rodriguez said he understood. Throughout the test, Mr. Marquez-Rodriguez managed to make no errors on this test. Zero clue was found.
Mr. Marquez-Rodriguez was then asked if he was willing to blow into a Portable Breathilyzer Test (PBT) and which he stated he would. I then provided Mr. Marquez-Rodriguez with a new straw out of the package and after blowing, the results indicated a .078. Mr. Marquez-Rodriguez was then placed under arrest with his hands handcuffed behind his back which were double locked and checked for proper fit. I then conducted a search on his persons before I placed Mr. Marquez-Rodriguez in the rear of my patrol vehicle for his transportation to Coweta County Jail.
Once at the jail, I conducted an additional search on his persons. Before leaving the scene, I read Mr. Marquez-Rodriguez his Implied Consent for breath and which he agreed. Once at the jail, I put Mr. Marquez-Rodriguez through the Intoxilyzer 9000, which produced a result of .105. Mr. Marquez-Rodriguez was charged with DUI and Driving while unlicensed. The vehicle Mr. Marquez-Rodriguez was driving was left parked in his driveway.
