On September 12, 2025, I, Officer T. Smith responded to [REDACTED BY AGENCY] Spence ave in reference to an active shooting.
Upon arrival, I exited my department issued marked patrol vehicle, approached the apartment building and was advised by a tall black male wearing a white t-shirt and blue jeans stating he was shot in [REDACTED BY AGENCY]. I then had the male step over to where I was taking cover and observed blood stains on the [REDACTED BY AGENCY] of the victim, to which I observed a gun shot wound to the [REDACTED BY AGENCY], [REDACTED BY AGENCY] DOB: [REDACTED BY AGENCY]1967 who was checked for weapons and instructed [REDACTED BY AGENCY] to walk to officer Tarbunas who had just arrived on scene to be taken to the ambulance.
As I began to take a covered position behind a tree, I observed Deputy Sgt. Freeland to the left of the apartment building with his department issued rifle watching the side door to the apartment. Officer Allen Smith advised over the radio he was posted at the rear of the apartment.
Sgt. Hobbs and Cpl. Cook arrived on scene, We approached the apartment and Sgt. Hobbs began giving commands to the offender to come out of the apartment with his hands up. The offender, Wright, Herman DOB: [REDACTED BY AGENCY]1959 exited the apartment with his hands in the air. Sgt. Hobbs and Cpl. Cook took Wright into custody while I, Ofc. T. Smith continued to cover the front door until other officers arrived to clear the home for any other personnel.
While the home was being cleared, Sgt. Hobbs and myself assisted Wright into a chair nearby. Wright was advised by Sgt. Hobbs and Cpl. Cook of his Miranda Rights and Wright advised he would answer any questions. Wright stated that [REDACTED BY AGENCY] had came to his home and had struck him in the face numerous times and that is when he took his firearm and shot [REDACTED BY AGENCY] in self-defense. Ofc. Tarbunas stated that [REDACTED BY AGENCY] had given his statement of the events that took place. [REDACTED BY AGENCY] was transported by ems to [REDACTED BY AGENCY] for further treatment.
Investigators were notified by supervisors and arrived on scene after the scene was cleared and taped off with crime scene evidence tape and a crime scene log was started.
Investigators worked the crime scene and advised after full evaluation that the scene could be cleared and the suspect was to be held at the police department for further questioning. All evidence was taken by investigators and placed into evidence. All units were cleared to returned to service.
