On January 9, 2026 I, DS Ball, responded to 745 Poplar Rd in reference to a suspicious suspect. SGT McCray with public safety at Piedmont Newnan hospital called 911 after being advised by a paramedic and a nurse that a 5-year-old patient’s parents have been drinking. They smelled of alcohol and possibly hit a car in the parking lot.

They advised the mother was an [WITNESS #1] subject and 911 advised that they had a 911 call at [REDACTED BY AGENCY] requesting an ambulance earlier at that address but they refused transport due to EMS taking too long. I arrived on scene with other deputies and began speaking with security.

Security advised they had video for us to observe of the possible accident and pointed out Ms. [WITNESS #1] to us. Deputies began speaking with Ms. [WITNESS #1] who had an odor of an alcoholic beverage coming from her person and she advised that she and her boyfriend Mr. James Lamb had been drinking this evening. She advised the last time they drank alcohol was around 2130 hours where they were both sipping tequila.

She advised that around that time her daughter [REDACTED BY AGENCY] had a complaint of severe stomach pains and they called 911. She stated she was checked by EMS but they declined transport at this time and around 0200 hours complaining of stomach pain again. She stated they again called for an ambulance but they were taking too long so they came to the hospital by POV. I asked her who drove and she stated her boyfriend James due to her being suspended. I asked which car was theirs and she stated a white Honda CRV.

I then began to speak with James and noticed a moderate odor of an alcoholic beverage coming from his breath along with blood shot watery eyes and slightly slurred speech. I then asked him if he had drunk any alcohol tonight to which he stated a red, white, blue bottle from the gas station that was a wine substance approximately 2 hours prior to our contact with him.

I asked him about drinking tequila with [WITNESS #1] and he denied drinking tequila with her. I asked him if he drove to the hospital and he stated yes due to the ambulance taking too long and [WITNESS #1] being suspended. He stated they were driving a white Honda CRV.

He also advised he did it because he was trying to save [REDACTED BY AGENCY] his girlfriend’s kid who was crying about her stomach. I then asked him if he was willing to perform some standard field sobriety tests to ensure he was safe to drive to which he stated yes.

I began by asking him a series of questions such as if he wore contacts or glasses to which he does he had glasses clipped to his shirt. I then asked him if he ever had a TBI or a concussion to which he stated no. I then asked him if he has been told by a doctor, he has nystagmus in his eye to which he stated no. I then asked him if he takes any medication or ingested any narcotics to which he stated no. I then had him have a seat on the front bumper of the patrol vehicle due to his large height.

I began checking his eyes for horizontal gaze nystagmus (HGN) by checking for equal pupil size and equal tracking which was present in both eyes. I then checked for lack of smooth pursuit which was observed in both eyes. I then check for distinct and sustained nystagmus in both eyes which was observed. I then checked for onset of nystagmus prior to 45 degrees which was present in both eyes. I then checked for vertical nystagmus and did not observe any vertical nystagmus. A total of 6/6 clues was observed during the test.

I then placed Mr. Lamb in the starting position for the walk and turn test (WAT) with instruction to not move until instructed to do so which he stated he understood. I then began giving the verbal instructions for the test and he was unable to maintain his balance during the test. He then went back into the starting position and I finished the instructions to which he stated he understood. During the test he stepped off line and made an improper turn by not keeping his foot planted turning as instructed. A total of 3/8 clues was observed during the test.

I then moved into the one leg stand test (OLS) and placed him in the starting position with instruction to not move until instructed to do so which he stated he understood. Upon completion of the instructions, he stated he understood them and began when instructed. During the test he placed his foot down prior to being told to do so. A total of 1/4 clues was observed during the test.

I then asked him if he was willing to blow into a preliminary breath test (PBT) to which he agreed. The test showed positive for alcohol on his breath. A result of .139 was observed and was stated to Mr. Lamb.

I then placed Mr. Lamb under arrest for suspicion of DUI and placed in my patrol vehicle. I read him implied consent for blood to which he agreed. I then read him his Miranda Rights to which he stated he understood and agreed to speak with me.

I then went into the hospital and checked the security footage to see if there was an accident. You can see where Mr. James backed his car into a grey passenger car, pulled forward then backed into the space again possibly scratching the side of the vehicle. He is seen getting out of the car looking at the vehicle he struck and then going inside the hospital.

Security stated they nor any other staff members were notified of an accident. The vehicle he struck was a grey Lexus with GA tag [REDACTED]. The owner of the vehicle was notified and given a case number for the accident report. Photos were taken of the damages.

Mr. Lamb was taken to Coweta County Jail where he was turned over to jail staff without incident.
