On March 17, 2026 at 0937hrs, I, D/S McKenzie, responded to a hit and run in the area of Highway 34E and Wexford Dr. While enroute to the scene, a witness to the incident advised 911 dispatch that they were following the suspect vehicle to [100 BLOCK] Oak Hill Blvd. The suspect vehicle was described to be a black mini van with front end damage.
When I arrived on scene at [100 BLOCK] Oak Hill Blvd, I observed a Dodge Caravan bearing GA tag #[REDACTED] with significant front end damage unoccupied. I spoke with a witness, [WITNESS #1], who stated prior to the accident, she observed the black minivan failing to maintain lane. The mini van then stuck the other vehicle and drove away. [WITNESS #1] said she followed the vehicle into the parking lot where a black female was occupying the driver seat until [WITNESS #1] left the parking lot.
I asked [WITNESS #1] for a description and all she could advise was a black female wearing possibly a bonnett. I told [WITNESS #1] if she saw the female walking down the road after she leaves call Coweta 911. Shortly after [WITNESS #1] left from speaking with me, [WITNESS #1] flagged down Sgt Crowe to inform her that the suspect female from the hit and run was sitting behind the Shell Station on Sullivan Road. Sgt Crowe made contact with the suspect, Jasmine Godfrey, behind the Shell Station. Godfrey was detained by Sgt Crowe.
I spoke with the victim, [REDACTED BY AGENCY] stated that she was driving east on Highway 34 near Wexford Dr. [REDACTED BY AGENCY] noticed that the vehicle behind her was not slowing down as it approached the rear of her vehicle. [REDACTED BY AGENCY] stated prior to her vehicle getting hit, it looked like the female, Jasmine Godfrey, was asleep behind the wheel. After [REDACTED BY AGENCY] vehicle being hit, [REDACTED BY AGENCY] stated that the other vehicle just drove away going east on Highway 34.
I went to Sgt Crowe’s location to make contact with Godfrey. Sgt Crowe stated to me that she emitted the strong odor of a alcoholic beverage. As Sgt Crowe was approaching Godfrey, Sgt Crowe Head her making statements about going to jail. Sgt Crowe stated that while she was attempting to detain Godfrey, she became passive resistant by not following orders and pulling away from Sgt Crowe.
I opened the rear door of Sgt Crowe’s vehicle, and I observed Godfrey in the rear transport seat. I confirmed that Godfrey was the registered owner of the suspect vehicle. Godfrey emitted the strong odor of a alcoholic beverage from her breath, had thick slurred speech, blood shot/watery eyes, and showed difficulty with staying awake.
I placed Godfrey under arrest and placed her in the rear transport area of my patrol vehicle. I read Godfrey implied consent for a sample of her blood, and she consented to the blood draw. I read Godfrey her miranda rights. I asked Godfrey what happened, and she responded that she did not know and that she was asleep at the time of the collision. I asked her what seat was she occupying when she woke up and she said the passenger seat of the vehicle (suspect vehicle). Godfrey stated that her friend was driving, and she did not know her name.
In reference to Godfrey stating that she was not driving and she was a passenger, the evidence on scene did not match her statement. In the passenger seat, I observed spoiled food, clothes, bottles. Clutter was also seen in the passenger floorboard. It was obvious that it would not be possible for someone to have occupied the passenger seat at the time of the collision.
I transported Godfrey to Piedmont Newnan Hospital for medical clearance and a blood draw. The blood draw was completed by [REDACTED]. A nurse asked Godfrey how the accident happened, and Godfrey advised that “we ran into each other.”
Godfrey was transported to the jail. I spoke to Godfrey at the jail, and I asked her where was she going before shr got into the accident, and she stated she was going to her brother’s house in Sharpsburg. I turned Godfrey over to the detention officers. The GBI blood kit was placed into evidence for testing. The vehicle was towed by Orr’s Towing, and an Inventory search was completed by D/S Desilva.
