On 4/2/2026 at 5:26 PM, I, D/S T. Scott conducted a traffic stop near the intersection of E Hwy 16 and Joe Cox Rd.
While on patrol, I observed a black Dodge Caravan (GA Tag: [REDACTED]), with the windshield completely smashed in making it almost impossible to see out of. I conducted a a traffic stop on the vehicle using my emergency equipment and came to a stop in the Valero parking lot. I spoke to the driver, Jasmine Godfry, and asked her about the windshield. She said she was in an accident and the hood came up and broke the windshield.
While speaking to her I could smell the strong odor of an alcoholic beverage coming from her breath. She also had red blood shot watery eyes and slurred speech. She stated that she was at Hunter Complex with her kids and had been drinking the day before. She stated that she smelled of alcohol cause her husband spilt a beer on her. I asked Ms. Godfry if she would consent to a portable breath test which he agreed and blew a 0.15.
I then asked Ms. Godfry if she would consent to the field sobriety testing, to which she agreed.
Field Sobriety:
Medical rule out: Ms. Godfry did not have on glasses and did complain of tooth pain.
I started the first part of the Field Sobriety Test by conducting the HGN test. I completed all three tests during this phase including the medical rule-out at the start.
Horizontal Gaze Nystagmus (HGN):
I put Ms. Godfry into the starting position and gave the instructions.
Results:
6/6 positive clues
Lack of smooth pursuit in both eyes, nystagmus at max. deviation in both eyes, and onset of nystagmus prior to 45 degrees.
I did not observe vertical nystagmus.
I did not conduct further tests as she kept complaining of tooth pain and would not let me give the directions.
This concluded field sobriety testing.
At this point, I made my decision that Ms. Godfry was impaired to the point where she could not safely operate a motor vehicle and that she was going to be arrested for Driving Under the Influence Alcohol.
Due to Ms. Godfry being in physical control of a motor vehicle with the odor of an alcoholic beverage on her breath and her person, his bloodshot watery eyes, and results of field sobriety tests, I determined that he was DUI-Alcohol.
At this time, I placed Ms. Godfry under arrest and read her the GA Implied Consent to obtain her blood to which she agreed. A vehicle search of the passenger compartment found nothing. There were five children under the age of 13 in the vehicle as well.
Ms. Godfry was charged with:
DUI-Alcohol
Windshield requirements
Endangering a child while DUI x 5.
Ms. Godfry was transported to Fire Station 1 for the blood draw and then to the CCSO jail for processing. The vehicle a children were picked up by her brother, [REDACTED].
