On Saturday, August 22, 2026 at approximately 2240 hours, I responded to [100 BLOCK] Todd Road in reference to a suspicious vehicle. The dispatcher said that the homeowner arrived a found a white Toyota parked in his driveway with a dog inside of it. They said their Ring camera showed the vehicle had been there since approximately 1800 hours.

I arrived on scene and spoke to [WITNESS #1], the homeowner. He told me that one of his neighbors usually has people over that come and go throughout the night but that he could not get in touch with his neighbor. I checked the vehicles license plate: GA [REDACTED] through NCIC/GCIC and saw that the vehicle was registered in Spalding County to Jennifer Snider. The vehicle had the driver’s door window cracked about ¼ way down. Inside the car was a brown/black dog that looked like a small Boxer. It was drool hanging down from its lips and looked like it was overheated.

I asked the dispatcher to start animal control to me as quickly as possible, fearing for the dog’s safety. I tried to approach the dog but he would growl when I got close. I went and knocked on the neighbor’s door and got no answer. I returned to talk to [WITNESS #1] and while talking to him the neighbor stepped outside. I asked him who owned the car in the driveway and he said a female who was inside his house. I told him to have her come outside.

The female, now known to me as Jennifer Snider came outside. I asked Jennifer how long the dog had been in the car and she told me that it had not been long. She said that they had just gone out for Pizza and came back. I asked Jennifer to give me an exact time for the dog being in the car and she could not do so. The Ring camera footage that [WITNESS #1] showed me had Jennifer arriving at approximately 1847 hours, then leaving at around 2100 hours, and coming back about an hour later. The high temperature in Haralson, Georgia on 08/22/2026 was 91 degrees Fahrenheit. The sun did not set until 2016 hours.

Animal Control Sergeant Baine arrived on scene and agreed that this was a case of animal cruelty. He estimated that inside that vehicle even with the windows down temperatures got to over 110 degrees Fahrenheit. The dog was alone in that hot vehicle for over 3 hours, went for a ride to get pizza, and then left in the vehicle again. There was one Yeti cup on water in the vehicle that had not even been touched, I guess because of how small it was.

Jennifer was told she was under arrest, handcuffed with her hands behind her back, checked for proper fit, double locked, and searched incident to arrest. She was secured in the rear of my patrol vehicle. Animal Control took possession of the dog, which she had named Bandit. [WITNESS #1] allowed Jennifer to leave her car there so long as it was removed within 24 hours.

Jennifer was transported and booked into the Coweta County Jail.
