Officer’s Narrative:

On 08/18/26 at 2132 hours I, DS Purdon, responded to a non family dispute at 630 Bullsboro Dr (IHOP). E911 advised that a customer (Jeremy Ransby) was in a verbal altercation with an employee [REDACTED BY AGENCY]. E911 then advised a black male was swinging a knife around.

Upon arrival, I saw a black male in dark clothing on the east side of the parking lot with a back pack and a knife. I gave the suspect (later identified to be Ransby) verbal commands at gun point to lay on the ground and dont move. When NPD Officers arrived on scene, we made our approach and secured Ransby into two sets of handcuffs.

I searched Ransby and set his personal items ontop of his backpack. I could smell the odor of alcohol coming from Ransby’s breath and he refused to disclose what happened during the incident. Law Enforcement found two edged scrapers with blades and a pair of Fiskar Pro scissors in Ransby’s possession. I secured Ransby in my vehicle and read him Miranda Rights. Ransby refused to speak with me.

I relocated inside of the restaurant and spoke with the general manager [WITNESS #1]. [WITNESS #1] stated that Ransby was a stranger that came into the restaurant and then began acting disorderly. [WITNESS #1] stated that Ransby went into the kitchen and bathrooms while yelling profanities. [WITNESS #1] stated that their cook [REDACTED BY AGENCY] went to check on Ransby to see if he was ok. [WITNESS #1] stated that Ransby met [REDACTED BY AGENCY] in the corridor (in between the kitchen and bathrooms) and then a verbal altercation ensued.

[WITNESS #1] stated that Ransby made verbal threats of violence toward [REDACTED BY AGENCY], saying “I will kill you, You gonna die tonight”. [WITNESS #1] stated that her server [WITNESS #2] attempted to separate [REDACTED BY AGENCY] and Ransby. [WITNESS #1] stated that [WITNESS #2] then saw Ransby pull out a knife and attempt to lunge at [REDACTED BY AGENCY]. [WITNESS #1] stated that she did not see the weapon herself. [WITNESS #1] initially agreed to fill out a witness statement, however later she declined.

[WITNESS #2] stated that she saw Ransby pull out a cutting instrument from his pocket while he made verbal threats toward [REDACTED BY AGENCY]. [WITNESS #2] stated that Ransby threatened to kill [REDACTED BY AGENCY] and that [REDACTED BY AGENCY] was going to die tonight. [WITNESS #2] stated that she attempted to get in between [REDACTED BY AGENCY] and Ransby in order to break up the two parties. [WITNESS #2] stated that there was a bunch of yelling and cussing and that Ransby was the aggressor. [WITNESS #2] stated that Ransby was unprovoked and a stranger to them. [WITNESS #2] stated that Ransby ended up leaving the store when the Police were called. [WITNESS #2] initially agreed to fill out a witness statement, however later she declined.

A customer [WITNESS #3] sitting at a nearby table agreed to fill out a witness statement. [WITNESS #3] stated that Ransby came into the store with another party (older black male) and then Ransby sat in a booth near the front of the store. [WITNESS #3] stated that Ransby was yelling from across the restaurant and then he got up and went into the kitchen (an area designated only for employees). [WITNESS #3] stated that Ransby got into a verbal altercation with the cook [REDACTED BY AGENCY] and then threatened to kill him.

[WITNESS #3] stated that Ransby then pulled out a knife and the waitress [WITNESS #2] got in between Ransby and [REDACTED BY AGENCY]. [WITNESS #3] stated that [REDACTED BY AGENCY] then got a cooking knife in self defense. [WITNESS #3] stated that Ransby then walked back over to his friend at the front of the store and stated that they were going to bring back a group to kill the cook. [WITNESS #3] filled out a witness statement.

Another customer [WITNESS #4] stated that she was eating with her family when someone (Ransby) come in the restaurant with a knife. [WITNESS #4] stated that Ransby threatened [REDACTED BY AGENCY] and had a knife in his possession. [WITNESS #4] stated that Ransby said he was going to kill [REDACTED BY AGENCY]. [WITNESS #4] initially stated that she was willing to fill out a witness statement, however she later declined to submit her statement.

[REDACTED BY AGENCY] stated that he was working in the kitchen when the incident occurred. [REDACTED BY AGENCY] stated that Ransby was a complete stranger and he came into the restaurant yelling and screaming. [REDACTED BY AGENCY] stated that Ransby briefly walked into the kitchen yelling before walking back into the bathroom. [REDACTED BY AGENCY] stated that he went to go check on Ransby when Ransby met him in the back corridor. [REDACTED BY AGENCY] stated that Ransby started yelling and cussing at him. [REDACTED BY AGENCY] stated that was all he remembered.

[REDACTED BY AGENCY] stated that he did not recall seeing Ransby with a knife. [REDACTED BY AGENCY] refused to complete a witness statement. I issued and explained a case card to [REDACTED BY AGENCY] and [WITNESS #1]. I collected the three edged weapons from Ransby’s belongings and submitted them into evidence. DS Conley watched video camera footage of the incident and confirmed that Ransby was arguing with [REDACTED BY AGENCY]. DS Conley also confirmed that Ransby had something in his hand and that Ransby was actively trying to close the distance between himself and [REDACTED BY AGENCY].

At this time, I was not able to locate the other party associated with Ransby. I placed Ransby under arrest for aggravated assault, terroristic threats, possession of a knife during the commission of a felony, and disorderly conduct. I left my email address with [WITNESS #1] in order to acquire video camera footage of the incident. [REDACTED BY AGENCY] refused a victim notification form. I transported Ransby to the jail (560 Greison Trail) and released him to the jail’s custody. I submitted the edged weapons into evidence.
