Officer’s Narrative:

On 07/11/2026 at approximately 2030 hours, I, Deputy A. Webb, responded to [REDACTED BY AGENCY] in reference to a dispute.

Once on scene, I was met by the caller, later identified as [WITNESS #1], who stated that she had received a phone call from her mother, [REDACTED BY AGENCY], indicating that her sister, JESSICA WILLIAMSON, had arrived at the residence and began arguing with her mother, ultimately causing issues at the residence. [WITNESS #1] went on to state that during the phone call she could hear JESSICA screaming at [REDACTED BY AGENCY] where as the phone call was ultimately hung up.

[WITNESS #1] went on to state that she was able to get back on the phone with [REDACTED BY AGENCY] where she could hear JESSICA continuing to scream at [REDACTED BY AGENCY] but she was unable to make contact with [REDACTED BY AGENCY] during the second phone call. [WITNESS #1] stated that after this phone call she made the decision to reach out to the Coweta County Sheriff’s Office.

During my conversation with [WITNESS #1], we were met by JESSICA who began walking down the driveway from the residence where she immediately became argumentative stating that [WITNESS #1] didn’t know what she was talking about. I instructed JESSICA to step to the side and speak with another deputy on scene while I continued my conversation with [WITNESS #1].

During this conversation, [WITNESS #1] indicated that JESSICA had been “floating the river” earlier in the day and had just shown up to the residence just prior to when her mother called her at 2022 hours. She further indicated that she believed JESSICA to be intoxicated as it was not uncommon for her and that she had driven to the incident location with her two children in the vehicle, [REDACTED BY AGENCY] (13) and [REDACTED BY AGENCY] (7).

After this conversation, I diverted my attention to the occupants of a passenger car in the driveway to see if they had observed the incident at hand to which the male occupant, later identified as [WITNESS #2], who stated that he did observe the incident leading up to law enforcement arriving on scene.

[WITNESS #2] stated that he and his girlfriend had just moved into the residence temporarily as they were bouncing between homes. [WITNESS #2] further stated that he and his pregnant girlfriend were attempting to sleep on a cot which was not big enough for the two of them. He indicated that [REDACTED BY AGENCY] had offered he and his girlfriend his mattress for a few days while they attempted to figure out sleeping arrangements and that he would take the cot as a kind gesture.

[WITNESS #2] went on to state that JESSICA found out about this while she was out “floating the river” where she then came home intoxicated, barged into the residence, and began arguing with [REDACTED BY AGENCY]. [WITNESS #2] stated that at the time JESSICA entered the residence he was standing in the kitchen next to [REDACTED BY AGENCY]. [WITNESS #2] informed me that after JESSICA entered the residence she immediately started screaming at [REDACTED BY AGENCY] and approached her causing [REDACTED BY AGENCY] to backpedal into the kitchen counter.

[WITNESS #2] went on to state that at this time, JESSICA continued at [REDACTED BY AGENCY] where he observed [REDACTED BY AGENCY] push JESSICA back as she continued to corner her into the counter. He stated that at this time JESSICA pushed [REDACTED BY AGENCY] back where [REDACTED BY AGENCY] brother, [WITNESS #3], emerged from a room within the residence and attempted to separate the two. [WITNESS #2] was later questioned in reference to when JESSICA arrived at the residence to which he stated that he estimated her to arrive on scene approximately thirty minutes (30) prior to our arrival on scene.

At this time, I made contact with [REDACTED BY AGENCY], who was standing on the front porch of the residence, crying. I questioned [REDACTED BY AGENCY] in reference to the events at hand to which she indicated JESSICA was living at the residence with her for some time and that [WITNESS #2] and his girlfriend had began staying at the residence approximately a week prior. [REDACTED BY AGENCY] informed me that [REDACTED BY AGENCY] had offered for [WITNESS #2] and his girlfriend to use his mattress as [WITNESS #2]’s girlfriend was pregnant.

[REDACTED BY AGENCY] went on to state that upon JESSICA arriving at the residence she immediately barged into the door from the porch where she began coming at her while she was attempting to cook dinner in the kitchen. She stated that once JESSICA entered the residence, JESSICA immediately began yelling at her over [WITNESS #2] and his girlfriend pressuring [REDACTED BY AGENCY] into letting them use his mattress.

[REDACTED BY AGENCY] went on to state that during the argument, JESSICA began coming at her causing her to feel cornered as she had to backpedal into the kitchen counter to keep herself separated from JESSICA. She went on to state that during this time, JESSICA got into her face, flailing her arms in the air, and physically bumping her chest against hers while screaming.

[REDACTED BY AGENCY] further stated that during this time, she felt as if JESSICA was going to hit her as she has been physical with her in the past so she pushed her away from her with both hands on her chest as she had no other options to keep her away from her. [REDACTED BY AGENCY] further indicated that during the argument, [WITNESS #3] came into the kitchen where he separated JESSICA from her.

I questioned [REDACTED BY AGENCY] in reference to the prior allegations of violence between the two of them to which she indicated that when JESSICA was a juvenile that she had kicked her over the use of [REDACTED BY AGENCY] telephone that resulted in another family member being arrested for defending her. [REDACTED BY AGENCY] was questioned in reference to if she needed any medical attention to which she refused.

[REDACTED BY AGENCY] further stated that JESSICA had been out “floating the river” all day and that she was a habitual alcohol consumer. She further informed me that JESSICA consistently drives intoxicated and pointed my attention to a silver Jeep Grand Cherokee (GA [REDACTED]) that was parked in the driveway with cosmetic damage to the front driver’s side. [REDACTED BY AGENCY] informed me that the damage was from a previous incident where [REDACTED BY AGENCY] was driving intoxicated from North Georgia where she had wrecked the vehicle but had no idea what she had struck while attempting to get home.

She went on to state that while JESSICA was on the way home from “floating the river” she had received a message from another family member stating that JESSICA was drunk again and was driving home with [REDACTED BY AGENCY] and [REDACTED BY AGENCY]. She further stated that once JESSICA arrived at the residence that the only occupants of the vehicle was JESSICA and the two juvenile children.

I made contact with [WITNESS #3] who stated that he was not in the common area during JESSICA’s arrival on scene but was made aware when he heard screaming from within the kitchen. During this time, [WITNESS #3] indicated that he exited his room where he observed JESSICA cornering [REDACTED BY AGENCY] into the kitchen counter while screaming at her. [WITNESS #3] indicated that he approached the two of them and pulled JESSICA away from [REDACTED BY AGENCY], causing them to separate.

I then exited the residence where I made contact with JESSICA to gather her side of the story. JESSICA informed me that she had been out tubing on the Chattahoochee River all day with [REDACTED BY AGENCY], [REDACTED BY AGENCY], and some other family members. She indicated that while she was tubing, [REDACTED BY AGENCY] complained to her about how he was pressured into allowing [WITNESS #2] and his girlfriend to use his mattress causing her to become upset.

She stated that after they were done tubing that she had driven herself, [REDACTED BY AGENCY], and [REDACTED BY AGENCY] to the residence where she began questioning [REDACTED BY AGENCY] in reference to the mattress issue in a calm manner. She stated that during this time, [REDACTED BY AGENCY] pushed her and [WITNESS #3] threw her to the floor.

I questioned JESSICA in reference to how long she was on scene prior to our arrival to which she indicated that she was only there for a few minutes before deputies arrived on scene. I further questioned her in reference to how much alcohol she had consumed today to which she stated that she had “two shots of Vodka” and nothing further. She further indicated that the last time she had drank was around 1600 hours on today’s date before driving to the location in the Jeep Grand Cherokee in question. It should be noted that during my conversations with JESSICA, I observed her to had a moderate odor of an alcoholic beverage emitting from her person, slightly slurred speech, and watery eyes.

JESSICA was questioned in reference to if she would like to participate in Standardized Field Sobriety Testing to which she indicated that she would. While clearing JESSICA of all medical questions, JESSICA indicated that she had previously fractured a bone in her face and that it alters her vision but indicated that she could still see me clearly while I was standing approximately four feet (4′) in front of her. JESSICA then participated in the Standardized Field Sobriety Testing with her prior medical history in mind and the results are as follows:

• Horizontal Gaze Nystagmus (HGN – 4/6 Clues Observed)

o Lack of Smooth Pursuit
” Both eyes
o Distinct and Sustained Nystagmus at Maximum Deviation
” Both eyes

• Walk and Turn (WAT – 5/8 Clues Observed)

o Unable to Maintain Balance
” During Instructional Phase
o Starts too Soon
” Started the test before being instructed to do so.
o Missed Heel to toe
” While walking back down the line, broke heel to toe by stepping to her left.
o Stepped Off Line
” While walking back down the line, failed to have her heel of her right foot touch the toe of her left.
o Improper Number of Steps
” Ten (10) steps down the line and nine (9) steps back.
o One Leg Stand (OLS – 2/4 Clues Observed)
” Puts foot down
” Placed foot on ground after approximately fifteen (15) seconds before picking it back up and continuing.
” Sways
” Subject was observed to have a swayed stance during the One Leg Stand portion of testing.

JESSICA was questioned in reference to if she would utilize a Portable Breath Test (PBT) to gather a breath sample from her to which she willingly did. The PBT indicated that she did have alcohol on her breath by displaying .179.

JESSICA was taken into custody for Driving Under the Influence and Simple Battery Family Violence in handcuffs that were checked for proper fit and double locked. JESSICA was immediately read Georgia’s Implied Consent Notice for Suspects Age 21 and Over where she agreed to breath.

[REDACTED BY AGENCY] was informed of the following where photographs of her were documented utilizing Axon Capture. A Victim Notification Form was completed.

JESSICA was transported to the Coweta County Jail where she was turned over to the jail staff. Deputy Thomas Scott operated the Intoxilyzer 9000 where he gathered two breath samples from JESSICA and informed me that her breath/alcohol content was 0.141.

JESSICA was turned over to the Jail staff with the following charges:

• O.C.G.A. 16-5-23(F) – Simple Battery – Family Violence
• O.C.G.A. 40-6-391(A)(5) – Driving Under the Influence of Alcohol
• O.C.G.A. 40-6-391(L) – Driving Under the Influence of Alcohol Child Endangerment
• O.C.G.A. 40-6-391(L) – Driving Under the Influence of Alcohol Child Endangerment

JESSICA’s Georgia Driver’s License was seized where it was later sent to the Department of Driver’s Services with a Georgia Department of Services 1205 Form. Photographs of JESSICA were documented utilizing Axon Capture.

Due to I.B.R. errors within M.C.T. only one count of O.C.G.A. 40-6-391(L) was added to the face sheet.
