On 9/7/2025 at 3:13 AM, I, D/S T. Scott responded to [100 BLOCK] E Freeman St in reference to a suspicious person. The caller stated a black male was on her porch yelling and ringing her doorbell.

Upon my arrival, I made contact with the male, Joel Blackmon. He was walking around with no shirt on and talking and yelling to himself. I placed him in handcuffs as he was moving around and had a glass meth pipe in his hand. He had a strong odor of alcohol on his breath and was cursing towards myself and D/S Anduha.

I ran his information through NCIC and he showed two active warrants out of CCSO and Troup County. Both warrants were confirmed.

I spoke to the caller and she showed me the doorbell video. It showed Mr. Blackmon yelling towards her house and then he pulled his pants down and started to touch his bare p*nis while facing the camera.

Mr. Blackmon was charged with:
Possession of Meth
Possession of Drug Objects
Public Drunk
Public Indecency
Warrant Service

Mr. Blackmon was transported to the CCSO jail for processing.
