On the above date and time Coweta County 911 received at least five calls for a suspicious individual in the 7500 block of Hwy 54. Some callers advised that the suspicious male was wearing jogging pants and no shoes and either yelling or chasing cars. The final complainant was a homeowner at [7600 BLOCK] Hwy 54 advise 911 that there was a man sitting crisscross in his front yard, screaming and howling.
Upon my arrival in the area, I located a gray toyota tundra with a bunch of equipment sitting in the seventy five hundred block of Hwy 54 running with the windshield wipers on, driver’s door open, and a jacket and shoes on the ground beside the driver’s door. It was at this time that 911 advised me that the suspicious individual was still sitting in the yard of [7600 BLOCK].
As myself and deputy Swartz pulled into the driveway, I can see what appeared to be a person huddled up in a little ball next to a white pickup truck in the driveway. I attempted to communicate with the individual on the ground several times however, he would not speak and barely acknowledged our presence with the only exception being giving us the middle finger a few times. The only thing this individual would do is, and the best way that I could describe it is, he would sit there on the ground cackling and laughing in what can only be described as the joker from the movies.
I could not smell any real strong odor of alcoholic beverage coming from the offender’s person. However, it was abundantly clear that nothing about his actions would be construed as normal. It is my belief based on the fact that other deputies had dealt with this individual two times prior during this night and not have the same reaction from the offender that somewhere between those interactions and this one, the individual had gotten a hold of some sort of chemical or narcotic, causing him to act in this manner.
I offered two last times for the individual to get help or go to jail. We were fifteen feet from the complainant’s front door and he had already woken them up at five AM and was continuing to keep them awake with his actions. As soon as I put my hands on the offender’s back, his entire body went rigid and as deputy Swartz and I attempted to grab his arms and pick him up, his entire body came off the ground in a tight ball. Once I was able to obtain a decent handhold on a body part.
We took the individual to the ground face down. At no time was the offender struck or hit in any way. Through control techniques, and shear force, we eventually we’re able to get his arms loose and handcuff him securely behind his back. The offender continued to act in a very odd and crazy manor forcing us to carry him to the car and force him in the back of the vehicle. It was only later that we were able to learn his name was Jose Gonzalez, DOB [REDACTED BY AGENCY] 2004. Gonzalez was transported to the sheriff’s office jail for booking on the charges of disorderly conduct and obstruction.
