On October 12, 2025, I, Deputy V. Luong was off duty, working a security detail at Piedmont Newnan Hospital.

Security staff received a call via radio by PNH Public Safety [REDACTED BY AGENCY] of a patient being disorderly at room 617. I arrived with other Officers and a male can be heard outside of his room down the hallway. The disruption towards hospital staff and other patients was an immediate breach of peace. The male, identified as Joshua Lias was being disorderly and disruptive. Joshua was exclaiming racial slurs at [REDACTED BY AGENCY] in a loud and boisterous manner. Joshua continued yelling and threaten [REDACTED BY AGENCY] and stated that if he saw [REDACTED BY AGENCY] in public he was a “dead nig*a”. Joshua used fighting words and called [REDACTED BY AGENCY] the “N” word multiple times.

At this time Joshua sat up in his bed and [REDACTED BY AGENCY] advised Joshua to lay down, relax, and not to harass the nurses and to stop blowing kisses at the nurses. Joshua used foul language by stating he wanted to have sexual intercourse with the nurses. Joshua continued to stated that he did not know why he was at the hospital and he wanted to go to jail.

Joshua exclaimed at [REDACTED BY AGENCY] to “do something nig*a”. [Joshua] sat up off of his bed and stood in a fighting stance by blading his body towards [REDACTED BY AGENCY]. [REDACTED BY AGENCY] ordered Joshua multiple times to lay down to which Joshua initially sat down on his bed. As Officers and myself prepared to leave the room, [REDACTED BY AGENCY] turned on the lights in the room and advised Joshua to try to get some rest. Joshua exclaimed to [REDACTED BY AGENCY] that he was a snitch, and that he was a dead man if he was caught up down the street.

[REDACTED BY AGENCY] ordered Joshua again to lay down and leave the nurses alone, at this point, Joshua jumped up at [REDACTED BY AGENCY] swung his arm with a closed fist towards [REDACTED BY AGENCY] and missed. [REDACTED BY AGENCY], other officers and myself pinned and subdued Joshua on the bed until nurses were about to give Joshua medication. Joshua stated that he wanted to have intercourse with the nurses and when advised no, Joshua stated he would find him a “boy” instead. After a short timed, Joshua was released and Joshua finally calmed down and went to sleep.

[REDACTED BY AGENCY] advised me that this started because Joshua was harassing the nurses and would not stop even when asked by staff. I was advised that Joshua was placed in care for over 3 months here at the hospital due to difficulty walking. He has not been able to be placed in psychiatric care due to a previous sexual assault charge and a previous remains brain injury. Because of the past transgressions, psychiatric facilities did not want to provide additional care for fear of safety.

Approximately an hour to two later, [REDACTED BY AGENCY] was processed into triage for a shoulder injury due to the fact that he was unable to lift his left arm above his shoulder from pain. It was determined that he was injured during the altercation with Joshua and his resistance. [REDACTED BY AGENCY] stated that he would have to see an orthopedic surgeon for his injuries.

I was then advised that due to Joshua medical conditions, his denial for blood draws for release, and further medical assistance, hospital staff determined that they were going to pursue psychiatric consultation and evaluation.

[REDACTED BY AGENCY] was given a victims rights case card and an official statement form was completed. Due to Joshua still receiving care, warrants will be applied for at a later date for the following charges:

OCGA 16-5-24 Aggravated Battery
OCGA 17-11-37 Terroristic Threats and acts
OCGA 16-11-39 Disorderly Conduct
