On 07-04-2026 at approximately 0059 hours, a 911 call was dispatched about a traffic complaint. The caller advised that a Toyota Camry, Ga Tag [REDACTED], was north bound on Hwy 29 coming through Grantville and all over the road. The caller advised that the vehicle was going off road, and into the oncoming lane. The suspect vehicle and the caller came to the round about at Hwy 29 and Hwy 27, and the caller advised that the suspect vehicle was still failing to maintain lane and came to a complete stop in the middle of the roundabout, before continuing north on Hwy 29.

I intercepted the suspect vehicle and the callers vehicle at S Hwy 29 and Airport rd. The suspect vehicle saw me, and another Deputy and seemed to slow down and drive extra carefully. I then observed the vehicle from Hwy 29 south until Corinth rd. The suspect vehicle was weaving within its lane, it did this several times while I was on serving the vehicle. Once we approached Corinth Rd, the suspect vehicle turned on its left blinker for Corinth Rd, the drove over the double yellow lines, with both driver side tires, then came back in its lane, the made the left hand turn. I conducted a traffic stop on the suspect vehicle.

I made contact with the driver, who was later identified Kirsten Bloom and advised her for the reason of the stop. I asked where she was coming from and she advised she was with some friends in Hogansville. Kirsten was slow to respond, had bloodshot eyes, a thick speech, slurred a few of her words, and had a flush face. I asked if she had anything to drink tonight and she said no. I asked when the last time she had anything to drink was and she said not tonight.

She was going through her purse, and I could see pill bottle and I asked her about her meds and she stated she had not taken them since the morning. I could not smell the odor of an alcoholic beverage, though there was a strong smell of either perfume or lotion coming form the vehicle and her person. I had Kirsten step out of the vehicle.

I asked Kirsten if I could make sure she was ok to drive, and she agreed. I asked if could check her eyes and she agreed. I medically cleared Kirsten for the HGN portion of SFSTS. She wears glasses but does not have them on now, and she states she has [REDACTED BY AGENCY]. I checked for resting nystagmus and there was none. I checked for equal pupil size and equal tracking and her eyes were equal. I checked for and observed for a lack of smooth pursuit in both eyes twice. I then checked for and observed, distinct and sustained nystagmus at maximum deviation in both eyes twice. I then checked for and observed onset of nystagmus prior to 45 degrees in both eyes twice. I did not observe vertical nystagmus. In total I observed 6 out of 6 possible clues for HGN.

We then moved to a flat level concrete slab. Kirsten advised she did not have any issues walking or balancing. I got her into the starting position, her left foot on an imaginary line about the width of her foot, her right foot in front of her left heel to toe, placer her arms straight down by her side, and stay like that until I tell her otherwise. I then gave verbal instruction on demonstration. While I was walking, Kirsten broke heel to toe by and stepped off the line, then got herself back into position. I asked her if she had any questions and she advised she did not.

She started counting before taking her steps, and took a total of 10 steps while only counting to 9. She then made an improper turn by spinning on the balls of her feet at the same time to turn. She then stared before counting again and took a total of 10 steps while counting to 9. On her first, seconds and fourth step she missed heel to toe. In total I observed 4 out of 8 clues, cannot maintain balance during instruction phase, incorrect number of steps, improper turn, and missed heel to toe.

We then moved on to the one leg stand portion of SFSTS. I gave verbal instruction and demonstration and advised she did not have any questions. She began by lifting her left foot. Around the 25 second mark, she put her foot down, picked it back up, then back down then back up. In total I observed 1 out 4 clues.

Kirsten provided a preliminary breath sample which resulted positive for alcohol with a reading of .134. I placed Kirsten under arrest for DUI and read her implied consent for suspects under the age of 21, as she was 20 years old, and asked if she would submit to a state administered chemical test of her breath and she said yes. Inside Kirsten’s shots pocket I located 5 “beer chips”, they are chips that go in the bottom of a beer glass at bars that allows you to fill the cup with beer and you keep the ones you drank.

Platinum’s wrecker service took possession of the vehicle and I transported Kirsten to the Coweta County Jail. After booking pat down procedures, I set up the Intoxilyzer 9000 as I am certified to do so. Kirsten was observed for over 20 minutes and she did not regurgitate or consume any alcohol. At 0137 hours, Kirsten provided her first breath sample which resulted in a BRAC of .117 and at 0142 hours, she provided her second breath sample which resulted in a BRAC of .114.

I served Kirsten with a ALS 1205 form, as she was over the per se .02 limit. I did not take her license because she did not have it on her person.
