On 08/08/2025, I, Ofc M Smith, responded to [60 BLOCK] College St, Newnan, GA 30263 in reference to a motor vehicle collision. While en route to the location, I was advised that a car left the roadway and struck a house. I was additionally advised that the driver of the vehicle, later identified as Lillian Ingram, fled the scene on foot.
While en en route to the area, I was advised via radio that Ofc A McGhee #472 located the female in the area of [40 BLOCK] Richard Allen Dr, Newnan. I responded to the location and found that Ofc McGhee had Ingram detained in handcuffs that were behind her back due to her failing to comply with his lawful commands when making contact. Ingram was asked for her identification and provided her name and date of birth (later confirmed that she did not have any physical identification with her).
I spoke with Ingram and read her the Miranda Warning and she agreed that she would speak with me. I asked Ingram how much she had to drink and she stated “ah, I’m drunk” advising that she had 3 shots and a beer. I asked Ingram how fast she was going and she stated “real fast, losing control fast”.
At that point, I decided to fore-go the Standardized Field Sobriety Testing (SFST) due to Ingram already being in handcuffs. I retrieved my Portable Breath Testes (PBT) from my patrol vehicle and returned to Ingram to request a preliminary breath sample. Before I was able to request the sample, Ingram noticed that I had my PBT and stated “I ain’t blowing in that, I’m drunk. I done told you I’m drunk. I don’t gotta blow in that, I’m drunk”.
I then read Ingram Georgia’s Implied Consent notice for Suspects Age 21 or Over and requested a breath test, to which Ingram refused to provide. I again read Georgia’s Implied Consent notice for Suspects Age 21 or Over and requested a blood test, to which Ingram refused to provide.
I then advised Ingram that she was under arrest. Ingram was transported by Ofc D Gage #474 to [REDACTED BY AGENCY] for medical treatment while I conducted my accident investigation. I later relocated to [REDACTED BY AGENCY] after completing my accident investigation. Upon my arrival, I was advised that Ingram refused all treatment form the hospital. I then transported Ingram to Coweta County Jail where she was turned over to booking officers.
Ingram was officially charged with Too Fast for Conditions, Failure to Maintain Lane, Hit and Run, DUI- Alcohol, and License to be Carried and Exhibited.
The rear seat of my patrol vehicle was checked before and after transport and found to be free of any contraband.
