On 04/26/2026 at approximately 0004, I conducted a traffic stop on a vehicle at the location of S Court SQ and W Court SQ due to the driver of a Silver in color Ford Focus TX Tag of [REDACTED] for failure to obey traffic control devices when he drove through a solid red light instead of stopping.
Upon my approach of the vehicle, I made contact with the driver identified as Luis Carmona-Rodriguez. Mr. Carmona-Rodriguez informed me that he spoke very little English and communicated with me through a translation app on his cellphone. I informed Mr. Carmona-Rodriguez of the reason for the stop and asked for his driver licenses, which he informed me of him not having any. Mr. Carmona-Rodriguez then provided me with a Texas ID card.
I was able to smell an odor of an alcoholic beverage coming from his persons and asked if he had consumed anything that would cause him to be under the influence before driving, in which he stated he drank 2 whiskeys before driving. I then asked Mr. Carmona-Rodriguez if he was willing to allow me to put him through a series of tests named Standardized Field Sobriety Tests (SFSTs) to determine if he’s safe to drive and which he stated yes. I then asked to exit his vehicle.

The first Standardized Field Sobriety Test I conducted was Horizontal Gaze Nystagmus. I explained the instructions to Mr. Carmona-Rodriguez to which he said he understood. I then asked Mr. Carmona-Rodriguez if he had any recent head trauma to which he replied no. I also asked if he wore contacts or glasses and Mr. Carmona-Rodriguez stated he did not.
I then made sure Mr. Carmona-Rodriguez was medically qualified to do the test by making sure of equal pupil size, equal tracking and a lack of resting nystagmus. While conducting the test, I observed lack of smooth pursuit in both eyes as well as distinct and sustained nystagmus in both eyes. A total of 4/6 clues were found.
Walk and Turn 4/8
The next test I conducted was the walk and turn. I instructed Mr. Carmona-Rodriguez to imagine a line on the sidewalk that I used to place him in the starting position. Once on the line, Mr. Carmona-Rodriguez was placed in the starting position and stated he understood my verbal instruction to not move out of the starting position or begin the test until I instructed him to do so.
While giving Mr. Carmona-Rodriguez further instructions, Mr. Carmona Rodriguez unable to maintain the starting position and started without being told to start. Once I made sure Mr. Carmona-Rodriguez understood the instructions, he then began the test. During the test, Mr. Carmona-Rodriguez walked the wrong amount of steps, made an improper turn around, and forgot to count out loud. A total of 4/8 clues were found.
Due to Mr. Carmona-Rodriguez complaining about it begin cold, I asked him if he was willing to blow into a Portable Breath Test (PBT) in which he agrees to. I then prepared the instrument for Mr. Carmona-Rodriguez and provided him with a brand new straw still in the package. I then instructed Mr. Carmona-Rodriguez to blow into the straw until told to stop, in which he did. Mr. Carmona-Rodriguez blew a result of .012.
Mr. Carmona-Rodriguez was then placed under arrest with his hands handcuffed behind his back which were double locked and checked for proper fit. I then conducted a search on his persons before I placed Mr. Carmona-Rodriguez in the rear of my patrol vehicle for his transportation to Coweta County Jail. Once at the jail, I conducted an additional search on his persons.
Once at the jail, Mr. Carmona-Rodriguez was charged with DUI less safe, Driving while unlicensed and Failure to obey traffic devices. Before leaving the scene, Mr. Carmona-Rodriguez stated that he had no one to come and get his vehicle and stated that it was ok for us to leave the vehicle parked in a parking spot in front of the Mad Mexican.
