On 6/4/2026 at 12:41 PM, I, D/S T. Scott conducted a traffic stop on Bullsboro Dr that turned into a vehicle pursuit.

While on patrol, I received notification from Fulton County that a stolen vehicle entered Coweta County. The vehicle, a 2021 Nissan Sentra (GA Tag: [REDACTED]), was still showing stolen on NCIC out of Atlanta PD. I parked my patrol vehicle on Bullsboro Dr near the exit 47 off ramp to see if the vehicle would take this exit. I located the vehicle and saw it make a left turn off the ramp onto Bullsboro Dr. I notified D/S Ibanez as he was close and we both got behind the vehicle. I activated my emergency lights and siren with D/S Ibanez and we attempted to stop the vehicle under the I-85 bridge.

The vehicle was almost at a stop when we got behind it and once we activated our emergency equipment the driver quickly accelerated away from the stop location initiating a vehicle pursuit. The vehicle swerved into the far right lane and got onto the exit 47 on ramp loop to try and get back on the interstate northbound. The vehicle continued to accelerate as he drove through the curve and lost control of the vehicle. The vehicle drove through the outside of the curve and struck a DOT turn sign. The vehicle then struck a concrete culvert and drove through the grass and came to stop at the top of the hill.

I exited the vehicle and made contact with the driver and D/S Ibanez made contact with the passenger. I had the driver at gunpoint and he unlocked the door and I was able to take him out and place him in handcuffs. Once detained I saw that the vehicle was starting to roll backwards and I was able to jump inside and put it in park. D/S Ibanez detained the passenger. The vehicle passenger side door struck the passenger and EMS was called to the scene.

I identified the driver as Mannold Sanon and the passenger as Dorian Laland. The driver was searched and placed in my patrol car. Mr. Sanon showed on NCIC to have an active warrant out of Dekalb for shoplifting and had a suspended driver’s license for DUI and FTA going back to 2017. The warrant as well as the stolen vehicle hit were both confirmed and held.

I spoke to Mr. Sanon and read him Miranda Rights to which he agreed to answer questions. He stated that he was given the car to drive by someone but not sure who and said that he picked up Mr. LaLand in Union City and they were going to Walmart. While speaking to him I could smell a strong odor of an alcoholic beverage on his breath and he had bloodshot watery eyes. He admitted to having a shot of liquor recently and to taking drugs but would not say which. I asked more about the car and how he got it and his answers did not make sense and he was difficult to understand due to his impairment.

Based on the less safe driving act, his admission to drinking and using drugs, the strong odor on his breath and the bloodshot watery eyes I determined that he was less safe to drive and charged him for DUI-combo as well. I read him Implied Consent for the DUI charge for persons over 21 and he agreed to blood.

Mr. Sanon was transported to Piedmont Newnan Hospital for medical clearance. After clearance he was taken to CCSO jail for processing. While being searched at the jail a small clear plastic bag was found in his sock that contained approximately 1 gram of cocaine. I field tested the powder and it came back positive for cocaine. I, being a certified phlebotomist conducted the legal blood draw at the jail.

Mr. Sanon was charged with:

VGCSA possession of cocaine (f)
Crossing the guard line (f)
DUI-Combo less safe
Driving while license suspended
Too fast for conditions

The evidence was secured and a GBI evidence submission created. The passenger, Mr. Laland, did not have anything to say and did not know the vehicle was stolen. He was released at the exit 56 to be picked up. The vehicle was towed by A Afordable Towing and the accident report completed by D/S McIntosh.
