On 11/27/2025 at 20:50 hours I responded to a disorderly conduct call located at the Waffle House at 1363 S. Highway 29 Newnan, Ga. 30263. The subject’s were a black female who was in the store and a black male with a hoodie and a back pack outside of the store.

When I arrived I met with the male outside of the store he was identified as [WITNESS #1]. He stated he was disputing the prices of the food and that the staff kicked him out when he kept disputing the prices of the food. He admitted he did not have enough money for the food he ordered for him and the girl he was with.

The female came outside who was identified as Michelle Smith. I could tell she was under the influence of an alcoholic beverage by her slurred speech, unsteady on her feet, red glassy eyes and the strong odor of an alcoholic beverage coming from her breath as she speaks. She stated that the employees grabbed her and started pushing her and putting hands on her. I asked them both to stand by their car after one of the employees who was still fired up about the altercation would not stop making faces or comments. That employee was later identified as [WITNESS #2].

Deputy Broach arrived on scene and I asked him to stand with the two by the car. I began conducting interviews of the ones who were involved with the disorderly conduct and who over heard the statements being made.

It was determined that [WITNESS #1] was trying to get Michelle to be quiet raising her voice and cursing loudly with about ten people total in the store including a fourteen year old girl. [WITNESS #1] went to the bathroom and Michelle began fussing about what [WITNESS #1] ordered her and then started berating Ms. [WITNESS #2] the waitress by calling her fat and ugly and then asked her if she was going after her man and selling her pu*sy. The waitress walked away and Michelle kept fussing and complaining and cursing. The juvenile [REDACTED BY AGENCY] and her grandmother [REDACTED] told the lady (Michelle) to leave if she was unhappy and the lady stood up like she was going to fight them and [WITNESS #2] stepped in to keep her away from the other customers. Michelle began saying F*ck you several times and yelling through out the store.

I observed Michelle walking away and I told her to stop and she began yelling again causing a scene. I told her she was under arrest and Deputy Broach placed her in handcuffs and I walked her to my patrol vehicle and placed her in the back seat and seat belted her in. Her car was turned over to her brother on scene and [WITNESS #1] walked away from the scene.
