On April 7, 2026, around 5:11 PM I was dispatched to a single vehicle accident that occurred on GA 154 and Old Highway 16 in Coweta County Georgia. Upon my arrival, I observed a dark Ram pickup truck halfway in the roadway and halfway in the ditch. I spoke with the driver who was identified as Mistonya Maria Owens (W/F [REDACTED BY AGENCY]/1978) by her Ga identification card. I asked Ms. Owens what happened, she stated that she fell asleep and woke up after she crashed. She did not remember what had happened.

I spoke with a witness who talked to the driver after the accident and recorded his interaction with her. He stated she did not seem okay and seemed to be very jittery and did not want the cops to be called. A second witness’s dash camera was able to record the accident. It showed Ms. Owens vehicle rolling very slowly through the intersection and hit a sign that was located off the roadway.

While speaking with Ms. Owens, I noticed that she had pinpoint pupils and her eyes were glossy. Ms. Owens was talking very fast and was unable to make a complete sentence, she seemed to be scatterer brained and unable to complete one thought before saying something different and then coming back to the original statement. I suspected Ms. Owens to be under the influence of drugs at the time of the accident. I asked Ms. Owens if she was on medication prescribed by a doctor. She stated yes, she was, Ms. Owens had a pill bottle that had 3 different types of pills inside a prescribed pill bottle with the name of Methylphenidate.

I asked Ms. Owens if I could administer standardized field sobriety tests to make sure, she was safe to have been driving. During Horizontal Gaze Nystagmus, I observed 0/0 clues. During the Walk and Turn portion, I observed 5/8 clues. During the one leg stand I observed 3/4 clues. I asked Ms. Owens to perform the finger to nose test, which she was able to successfully perform. I then had Ms. Owens perform 1,2,3,4,4,3,2,1 test with her fingers. Ms. Owens would count out loud the numbers, but her fingers would not touch the correct finger. She did this twice. Her thumb would touch her index finger but then would not touch the tips of her other fingers.

Ms. Owens was placed under arrest for driving under the influence. I read Implied consent notice (green card) for suspects age 21 or over. Ms. Owens gave a verbal no for submitting to the State administered chemical test of her blood. Ms. Owens’ vehicle was released to Platinum’s Wrecker Service.

During the vehicle inventory of her vehicle, a blue and white make up bag was located under the passenger seat containing two needles. One had a clear liquid substance and there was also a small clear plastic baggie located inside the makeup bag. It contained a white crystal-like substance. It was field tested by Coweta County Deputy C. Gregg #154 who advised it tested positive for methamphetamines.

Ms. Owens was transported to Newnan Piedmont Hospital to be medically cleared before she was transported to the Coweta County Sheriff’s Office where she was released to jail staff without incident.

Ms. Owens was issued citations for DUI, failure to stop at the stop sign, no valid insurance, possession of drug related object, possessions of a controlled substance suspected to be methamphetamines.
