On 9/25/2025 I, D.S. Wood, was conducting speed enforcement of W Highway 34 when I observed a blue truck coming towards me at what appeared to be a high rate of speed. I activated my Dragon Eye Laser and observed the vehicle’s speed at 70mph in a posted 55mph at 948.9ft. As the vehicle passed I activated my emergency equipment and pulled out behind the vehicle.

Once the vehicle finally stopped I made contact with the driver, Nicolas Jordan, and advised him of the reason for the stop. Nicolas stated that he had been in type of road rage incident with the vehicle he passed and was just getting around them. While speaking to him I noticed the strong odor of an alcoholic beverage coming from inside the vehicle. I also noticed that Nicolas’s eyes were glassy/watery and his pupils appeared to be pin point. While he was talking I also observed that his speech was thick and slurred.

I got his drivers license and had asked him to step out of the vehicle. Nicolas refused multiple times and I informed him that I needed to talk to him about the possible accident he had been involved in and if he did not get out of the vehicle then he could be arrested. Nicolas got out of the vehicle and while walking to the rear of his vehicle his walk was unsteady and swayed. I also noticed at one point that he had to use the side of his truck to steady himself while walking. While standing at the rear of the vehicle I started talking to him further.

While standing he had a sway to him going front to back and I observed the odor of an alcoholic beverage was coming from his breath and person. I asked him about the odor and how much he had to drink and he stated he did not drink any alcoholic beverages. He did inform me that the last alcoholic beverage he had to drink was at 2am the night before.

I asked him if I could make sure that he was safe to drive and he stated yes. I had him stand by and I went to talk to the other vehicle that had pulled over behind me. The driver of that vehicle stated that she had been struck in the rear by Nicolas and that’s why she was pulling over. I advised her to stand by and I was going back up to talk to Nicolas.

I placed him in the starting position to check for Horizontal Gaze Nystagmus. I started by checking for medical clearance and observed the following clues. Lack of smooth pursuit 2 clues, Distinct and Sustained Nystagmus at maximum deviation 2 clues, Onset of Nystagmus Prior to 45 Degrees 2 clues for a total of 6 out of 6 clues.

I was unable to complete the Walk and Turn or One leg stand assessments due to Nicolas stating he had issues walking. During the medical assessment Nicolas also advised me that he had a wreck approximately 3 years ago and had [REDACTED BY AGENCY]. He also stated that he had a [REDACTED BY AGENCY] from the wreck.

Based on all the clues I observed I made the decision to place Nicolas under arrest. I advised him to place his hands behind his back and grabbed his left wrist. Nicolas started to pull away from me and stated no he was not going to. I advised him that he was being placed under arrest for DUI and to put his hands behind his back.

Nicolas continued to refuse and started resisting by trying to pull away. Myself and D.S. Searels tried to get his hands behind his back and continuously attempted to pull away and fight with us. We took him to the ground using a leg sweep and I was able to get a handcuff on Nicolas’s left arm. D.S. Searels struck Nicolas with a closed fist approximately 2 times and we were able to finally get his right arm into the other handcuff. While attempting to get him handcuffed Nicolas thought he was still in Fayette County and we were working for the Fayette County Sheriffs Office.

We got him up off of his stomach and leaned him against the front of my patrol vehicle. Nicolas appeared to be passed out and D.S. Searels used a sternum rub which caused him to react. He then acted as if he went back passed out and due to his pupils being pin point we thought he could possibly be on a type of opioid.

I then administered a 4mg nasal spray narcan up his left nostril. Approximately 30 seconds to a minute after he was back alert and talking to us. Due to him being under arrest for DUI I read him the Georgia implied consent for suspects age 21 and over. I asked for the state test of his blood and he stated yes.

Once the paramedics arrived on scene we asked them to check his vitals due to how he was acting and he refused to let them check him. I asked them if they could do the blood draw since he stated yes and Nicolas yelled out he did not want to complete the blood draw. Since he refused this we stood him up to put him in the back seat of my patrol vehicle.

Once on his feet he started kicking and kicked D.S. Searels in the groin with force. We got him back on the ground and I had D.S. Searels get my leg shackles out of the rear of my vehicle. While attempting to put the leg shackles on he started yelling and kicking again and kicked myself in the groin. During the yelling he stated that he wanted to kill himself.

We were finally able to get him in the leg shackles and placed him in the back seat of my patrol vehicle. Myself and D.S. Searels started doing an inventory of the vehicle and D.S. Wheat got the other drivers information due to the wreck. While looking in the vehicle D.S. Searels located what was suspected to be 3 THC vape pens.

While checking the vehicle I heard what I thought to be Nicolas kicking or hitting the sides of my vehicle. I went back to check on him and observed that he was hitting his head against the partition with force. D.S. Searels completed the inventory and turned the vehicle over to AAfordable Wrecker. I transported Nicolas to Newnan Piedmont Hospital. Due to the force he was hitting his head I drove with lights and sirens to try and get there before he hurt himself further.

Once out at the hospital I had security and ER staff meet me out back to assist with getting him out of my vehicle. When I opened the back door I noticed that he had cut his head open and was bleeding excessively. The staff got him inside and started checking his injuries. D.S. C. McCusker advised that she would wait with him until D.S. Wheat got there so I could go and get a search warrant for his blood due to him refusing at the scene.

I then went to the Sheriffs office and applied for a Blood search warrant. The search warrant was signed be Judge Wyant and I advised D.S. Wheat and D.S. McCusker. The blood draw was completed by D.S. McCusker at 1638. I took possession of the GBI blood kit and was advised by D.S. McCusker that Nicolas had spit in her face. She advised me that he did this intentionally and he has also [REDACTED BY AGENCY] in the past.

We waited with Nicolas until he was released from the hospital. I then transported him to the Coweta County jail where he was turned over to jail staff for processing. D.S. Searels and D.S. Wheat will both be completing supplement reports. The GBI blood kit will be placed into evidence to be tested. Due to Nicolas refusing the state test of his blood I did complete a DDS1205 and will be turning it into the state.

Nicolas was charged with Speeding, DUI, Hit and Run, Following too Closely, Obstruction, Battery on a Law enforcement officer x2, and Reckless Conduct for intentionally spitting in D.S. McCuskers face and knowingly being [REDACTED BY AGENCY].
