On 4/25/26, I was traveling west on Bullsboro drive. I observed a black passenger car in front of me fail to maintain its lane several times. I then got behind the vehicle and began to observe further. We then made a U-Turn and began to travel east. I observed several more lane violations in both directions with jerking motions back into the lane of travel. I then activated my emergency equipment and conducted a traffic stop on the vehicle.
I then approached the driver side of the vehicle and made contact with the driver and sole occupant, Reshawd Pond. I immediately observed the strong odor of alcohol coming from inside the vehicle. I also observed his eyes to be bloodshot and watery. I also observed that his seatbelt was buckled behind him with neither the lap nor should belt on him. I introduced myself, advised him of the reason for the stop, and requested his license.
As he spoke to me, I observed his speech to be thick and slurred. I also observed his hand movements to be slow and uncoordinated as he fumbled to retrieve his license. He attempted to hand me his entire wallet with his license inside. I then asked him to take it out. He struggled to do so. I then returned to my patrol vehicle and radioed for an additional unit. [REDACTED BY AGENCY] I discovered that he was currently driving on a DUI permit.
I then returned to the suspect vehicle. Reshawd was on the phone when I approached through Bluetooth connection to the car. I then asked him to step out of the vehicle. At this point, he told the person he was on the phone with that he was going to jail. As he stepped out, he appeared unsteady on his feet. I then asked him to step to the rear of his vehicle. He complied and walked to his trunk. He then used his vehicle as support. He laid his phone on the trunk and continued his phone conversation on speaker phone.
I then asked him how much he had to drink tonight. He refused to answer and continued his phone conversation. I then asked if he would participate in Standardized Field Sobriety Tests (SFST). He again did not answer and continued his phone conversation. I asked him multiple times to speak to me and hang up the phone. He would look at me and then back at his phone. He refused to answer any questions or speak to me. While I was standing near him and he was talking on the phone, I could smell the odor of alcohol coming from his person and breath.
I then placed him in handcuffs behind his back, checked for fit, and double locked. I advised him that he was under arrest for DUI. I then secured him in the rear of my patrol car and read him implied consent from my green, agency issued card. Before reading, I advised him that a non-reply would be considered a refusal. After reading implied consent and requesting the state test of his blood, he would not answer in any form or fashion. This will be taken as a refusal.
I then asked him if he had someone close by that could retrieve the vehicle so I would not be impounded. He again would not answer me. A next list wrecker was then requested through dispatch.
Upon a search of the vehicle for the source of intoxicant, I located a 3 200ml bottles of Jose Cervo tequila. One was empty in the center console, one was almost empty under the driver seat, and one was half empty in the back passenger door pocket. A ¼ full tall can of Limarita was also located under the passenger seat. This can was cold to the touch and had condensation on the outside of the can.
I then turned the vehicle over to Ofc Brown to wait for Orrs Wrecker. I then transported Reshawd to the Coweta County Jail where he was turned over to jail staff for processing. I filled out a DDS1205 Form and served Reshawd with the license suspension. He refused to sign the form and therefore a temporary permit was not issued.
He was cited for DUI, Open Container, Failure to Maintain Lane, Seatbelt Violation, and Violation of Limited Permit.
