On 07/19/2025 at approximately 1818, I was dispatched to the location of [60 BLOCK] Heery Rd, Pines by the Creek Apts in reference to a dispute family. Upon my arrival, I came in contact with a female individual, identified as Shakira Washington, who was standing in the parking of the apartment complex at the time appeared very upset and yelling. I got out to talk with her but due to her being upset, she kept refusing to talk with me. Ms. Washington continued to yell “you better go get my baby” and “I’m not going nowhere without my baby”.
A little while later, a family member to Ms. Washington came to speak with me and advised that Ms. Washington had just gotten out of jail after being in there for three years. She then stated that a family member who was taking care one of her babies, which she signed a contact signing over her custody to this family member, had asked her for money, food stamps and the help support the baby since she was out of jail, which caused Ms. Washington to become very upset and show up to the location demanding her baby back from her family member.
After refusing to give Ms. Washington the baby, Ms. Washington began yelling and screaming and making a scene in the parking lot. I asked Ms. Washington multiple times to lower her voice due to her children and other children who lived in the apartment complex being present and able to witness Ms. Washington actions. I also advised her and her family members that if she did not calm down, she was going to jail. Ms. Washington continued to yell and scream and even called 911 and began screaming on the phone with them, which caused me to arrest her.
While attempting to arrest her, Ms. Washington began walking away from and refused to turn around so I can handcuff her after asking her multiple times to turn around. Once she turned around, Ms. Washington was placed under arrest with her hands handcuffed behind her back which were double locked and checked for proper fit. I then placed Ms. Washington in the rear of my patrol vehicle for her transportation to Coweta County Jail.
Before leaving the scene, Ms. Washington other two kids who were present was turned over to [REDACTED BY AGENCY]. I then advised [REDACTED BY AGENCY] and Ms. Washington of us being unable to go and take kid from the residence and give him to Ms. Washington.
