On 4/25/26, I Ofc Bradstreet responded to a report of a vehicle involved in 2 separate crashes in a short time and distance. The first call came in stating that a white Mercedes had struck an electronic crosswalk sign at the intersection of Newnan Crossing Blvd E and Lower Fayetteville Rd. The Mercedes then fled the scene headed east on Lower Fayetteville Rd. At this point, the Mercedes rear ended a vehicle, disabling the Mercedes. [REDACTED BY AGENCY] and [REDACTED BY AGENCY] were on scene at this accident and stated that they witnessed both crashes caused by the Mercedes. They were able to point out the driver of the Mercedes and indicated that she may be impaired.

I then approached the driver who was already out of the vehicle. She was identified as Shyenne Bell and was sitting on the curb. I immediately observed her eyes to be bloodshot and watery and the odor of alcohol coming from her person. I got down to her level and began to speak with her. I asked what happened. As she answered, I could smell the odor of alcohol coming from her breath. I also observed her speech to be thick and slurred. I then had her stand up. She was extremely unsteady on her feet. She was swaying in a circular motion and almost fell over several times.

I then asked her how much she had to drink today. She stated that she had not had anything. Then asked her if she would participate in Standardized Field Sobriety Tests (SFST). She agreed. I began this battery of tests with Horizontal Gaze Nystagmus (HGN).

HGN 6/6 Clues

I began HGN by medically qualifying Shyenne. I checked for equal tracking, equal pupil size, and resting nystagmus. She then could not follow the stimulus and stopped participating several times. She then fell backwards into a bush on the side of the road. I then helped her up and placed her in handcuffs behind her back, checked for fit, and double locked. She then asked to do the HGN test again.

I then read her her Miranda rights. She stated that she understood them. I then asked if she wanted to participate in HGN again. She stated that she did. I then observed lack of smooth pursuit, distinct and sustained nystagmus at max deviation, and onset of nystagmus prior to 45 degrees in both of her eyes.

I did not complete the Walk and Turn or the One Leg Stand test due to safety concerns as she had already fallen over while standing still and not in handcuffs.

I then asked her if she would be willing to blow into my PBT. She agreed. The result was a .22. I advised her that she was under arrest for DUI. I then secured her in the rear of my patrol vehicle and read her implied consent from my green agency issued card and requested the state test of her blood. During this reading, Shyenne became irate and aggressive. She was talking and yelling over me. Shyenne then denied the State test of her blood.

[REDACTED BY AGENCY] I discovered that the vehicle had an expired registration. Shyenne also did not have a driver’s license on her person, only an ID card. She does have a valid license [REDACTED BY AGENCY]. The vehicle was turned over to SGT Wilcox to wait for a wrecker.

I then transported Shyenne to [REDACTED BY AGENCY] for medical clearance. While at the hospital her aggressive behavior continued. She continued to stand up and act like she was running, curse at officers, security, and medical staff, and expose her breasts. While attempting to move her from a wheelchair to a hospital bed, Shyenne attempted to kick several people including myself. She did not make contact. She had to be placed in leg shackles to prevent injury and assault on staff and law enforcement.

Once cleared, She was wheeled out to my patrol vehicle in a wheelchair. She continuously placed her feet on the ground to stop the wheelchair abruptly and exposed her breasts to other patients and medical staff. While attempting to assist her into the patrol vehicle, she attempted to kick me multiple times.

I then transported her to the Coweta County Jail. While calling out to dispatch over the radio for my milage and actions, Shyenne yelled several times stating that I was attempting to rape her. Both my BWC and In-Car camera were on and recording during all interactions. She was then turned over to jail staff for processing.

Shyenne was cited for DUI, NPD Resisting, Following too Close, Failure to Maintain Lane, Hit and Run, Duty upon Striking a Fixture, Operating a Vehicle without Valid Registration, and License to be Carried on Person. She was then turned over to jail staff for processing.
