On September 8, 2025, I, [REDACTED BY AGENCY], responded to B&L Tire located at 3253 E. Highway 34 in reference to a Victim vehicle fully engulfed in flames.

Upon arrival, I made contact with the Fire Department Chief on scene. The Chief advised that, after extinguishing the fire, they observed a male standing approximately 20 feet behind the burning vehicle. The male was reportedly unresponsive to commands and exhibited limited movement.

The Chief identified the individual, and I approached him for further investigation. The male, later identified as Thomas Ledwick, was unresponsive to verbal questions. I attempted to gain his attention by tapping his shoulder with my flashlight and asking if he was okay. At that point, Mr. Ledwick responded in a deep, heavily slurred voice saying, “Fu*k you.”

I asked Mr. Ledwick where he was from, and he replied, “The woods.” As I continued the conversation, he eventually began to respond more but still appeared disoriented. I detected a strong odor of alcohol on his breath, observed severely slurred speech, and noted that he was unable to stand without leaning against a nearby truck for support.

When asked what he was doing on the premises of B&L Tire, Mr. Ledwick stated he was “going to sleep.” I requested his driver’s license, and he allowed me to retrieve his wallet from his pocket to obtain the ID. When asked who he lived with, he stated he lived with his mother and attempted to provide a contact number. The number he provided went directly to voicemail. I advised Mr. Ledwick that he was too intoxicated for me to allow him to leave the scene on foot and asked if he had anyone else, I could contact. He replied that “everybody hates him” and was unable to provide additional contacts.

During this interaction, Mr. Ledwick stated he needed to urinate. I informed him that he could not do so on private property and instructed him to hold it. He replied, “Why, what are you going to do if I do pee?” He then began to unzip his pants and exposed himself. I immediately ordered him to stop, at which point he complied and put his genitals away.

At that time, Mr. Ledwick was placed under arrest and transported to the Coweta County Jail. Upon arrival, jail staff determined he was too intoxicated to be booked and required medical clearance. I then transported Mr. Ledwick to the hospital for evaluation.

Upon arriving at the hospital, I retrieved a wheelchair. When I returned to the patrol vehicle, I observed liquid pouring from the rear door. Upon opening the door, I discovered Mr. Ledwick had urinated on himself and in the backseat. He was assisted into the wheelchair and escorted into the emergency department.

While waiting to be evaluated, Mr. Ledwick began yelling loudly and using offensive and racist language. He repeatedly shouted, “Fu*king nig*ers,” and referred to hospital security and myself as “fu*king bit*hes.” Despite repeated directives to stop, he continued yelling profanities and racial slurs, disrupting the emergency room environment.

As the medical staff attempted to take his vitals, Mr. Ledwick became physically combative. He began kicking while a blood pressure cuff was being applied. I restrained one of his legs, but he kicked with the other. Security assisted in controlling his movements. Mr. Ledwick also began spitting at me multiple times. A face mask was applied to prevent further incidents.

Hospital staff were eventually able to [REDACTED BY AGENCY] Mr. Ledwick, at which point he [REDACTED BY AGENCY] until he was medically cleared by the attending physician. The doctor confirmed that Mr. Ledwick was able to walk unassisted and presented no further medical issues.

Following medical clearance, Mr. Ledwick was transported back to Coweta County Jail without further incident.
