On 01/18/2026 at approximately 11:58 A.M., I, Deputy Hemphill, responded to [100 BLOCK] Twin Pines Road in reference to an Assault.
I arrived on the scene and I made contact with [WITNESS #1]. [WITNESS #1] stated that his daughter, later identified as [WITNESS #2], called them while they were in church and stated that Jacob Baxter, the father of her kids, took the 3-year-old juvenile’s hand and slapped the 1-year-old in the face. [WITNESS #1] stated that while they were en route to the residence, he called 911.
I then spoke to [WITNESS #2], who said that her 1-year-old and 3-year-old were in the living room playing when the 1-year-old pinched the 3-year-old. [WITNESS #2] said that her ex-husband, Jacob, took the 3-year-old juvenile and made him slap the 1-year-old in the face so hard that he fell to the ground. [WITNESS #2] said that Jacob used all of his force and slapped the 1 year old.
Units then stepped into the residence and made contact with Jacob Baxter. Cpl. Butts then asked Jacob what had taken place, but Jacob stated that he was just teaching his kids how to defend themselves. Cpl. Butts then asked Jacob to explain further what took place, and Jacob stated that we had already talked to the other people, and they explained to us what happened. Cpl. Butts then asked Jacob to explain what he did to the kids and why they were called to the residence. Jacob stated that he was showing his kids how to defend themselves and that they needed to know that when someone touches them or tries to hurt them they need to fight back.
Cpl. Butts then advised Jacob that he was under arrest. Jacob then placed his hands behind his back. Cpl. Butts then placed Jacob in handcuffs, checked for fit, double locked, and then placed him in the back of his patrol vehicle. Cpl. Butts then transported Jacob to the Crisp County Jail and turned him over to jail staff without further incident.
I then spoke to [WITNESS #3], who stated that they were in church when [WITNESS #2] called them. [WITNESS #3] stated that [WITNESS #2] called crying and told her that Jacob had taken the 3-year-old child and made him slap the 1-year-old in the face. [WITNESS #3] said that [WITNESS #2] was crying and stated that she told Jacob to leave the residence, but he stated that he was not leaving. [WITNESS #3] told [WITNESS #2] that they were on the way and that they had called 911. [WITNESS #3] then stated that Jacob has supervised visits every other weekend. [WITNESS #3] also stated that Jacob is mentally unstable to watch the kids by himself so he travels from savannah to Crisp County to see his kids.
I am requesting warrants for Jacob Baxter on the following Charges.
