On Wednesday, September 30, 2026 at approximately 0126 hours, Sergeant Roddrick Murphy, Deputy Dustin Harvey, and Deputy Joseph Williams responded to the area on [100 BLOCK] Arrowhead Dr. in reference to Harrassing calls.
911 Dispatch advised Deputies that the male caller had called them several times (approximately 6 times) cursing and yelling at them. Dispatch also advised that the male caller did not want to give any information. Dispatch also advised that the same male caller had contacted Seminole County’s dispatch center approximately 3 times cursing and yelling at them as well.
Sgt. Murphy arrived in the area and made contact with the male subject who kept calling 911. The male subject was identified as Colby Smith and Sgt. Murphy asked Colby what was going on. Colby only answered “I want to speak to SO10” after Sgt. Murphy asked him 3 times why did he call 911. After receiving no proper answer from Colby, Sgt. Murphy advised Colby that he was going to be arrested for misuse of 911.
Colby then started speaking with Sgt. Murphy telling him that he was trying to get in contact with Leon County. Colby said that he felt like his girlfriend was in danger and she was currently in Tallahassee FL. Sgt. Murphy asked Colby why did he think his girlfriend was in danger and he advised that he think someone was pretending to be his girlfriend messaging him on snapchat. Sgt. Murphy then told Colby why did he not just call the dispatch center in Leon County and he advised that his phone was off. Colby said that he was trying to tell Decatur 911 dispatch but they were rude to him.
Sgt. Murphy then advsied Colby once again that he was being arrested for Misuse of 911 Communications. Colby complied and placed his hands behind his back and Sgt. Murphy then placed him in handcuffs, checked for fit before double locking them. Colby was searched by Dep. Williams and Colby was asked if he had any drugs/narcotics on his person. Colby advised he did not and Dep. Williams advised him that he could be charged if he brings anything illegal across the guardline of the jail and he (Colby) said that he understood. Colby was then placed inside of Dep. Williams patrol vehicle for transport.
As Deputies were enroute to the Dectaur County Jail, Sgt. Murphy noticed Dep. Williams and Dep. Harvey pull over on the side of the road with their patrol vehicle cruise lights on. All deputies exited their vehicles and Sgt. Murphy asked the deputies why did they stop. Sgt. Murphy was advsied that Colby admitted to having drugs/narcotics on his person. Colby then said that he had some “dope” on the inner waistline of his pants. Dep. Harvey searched the area that Colby told where deputies would find the “dope” and pulled out a carabiner on a keychain that had a baggie of crystal-like substance inside of it.
The baggie was seized by Sgt. Murphy and CID investigator Lt. Patrick Trolinger was contacted. Sgt. Murphy was advised to collect the baggie for evidence and he would follow up on it. After the phone call was made, Deputies continued on to transport Colby to the Dectur County Jail. This incident was turned over to investigator Trolinger. Sgt. Murphy arrived at the Decatur County Sheriff’s Office, filled out a property receipt (RP#22429) for the baggie, and placed it inside of locker #25 for evidence.
