On 03/11/2025, I (Ptl. J. Brown) responded in normal patrol mode to [2500 BLOCK] Devon Dr about a Family Violence complaint. Upon my arrival, I made contact with a white male (later identified as [WITNESS #1]), who stated the owner of the [2500 BLOCK] Devon Dr residence (later identified as [VICTIM #1]) advised him that she was scared. [WITNESS #1] stated her grandson (later identified as Aaron Martin) had been living with her, was drunk, and scaring her.
[WITNESS #1] stated [VICTIM #1] contacted him and advised him that Aaron was threatening her and that she did not feel safe. [WITNESS #1] stated he responded to the residence after having dinner and observed Aaron drunk. [WITNESS #1] stated he observed Aaron drinking a beer, with a large black in color knife on his hip. [WITNESS #1] stated he observed Aaron roll up a blunt and smoke it outside. [WITNESS #1] stated [VICTIM #1] advised him that Aaron told her he would put her in the ground. [WITNESS #1] stated while he was on the scene, he observed Aaron acting loud and irate.
At this moment while I was gathering the story from [WITNESS #1], Aaron came outside the residence and began to obnoxiously scream and yell random things. Aaron was in the garage port of the residence, pacing back and forth while yelling things such as “I am god”. After a while, I observed Aaron pull out a black in color Taser and activate it multiple times while still screaming. [WITNESS #1]’s wife (unknown) exited their vehicle and came towards us because she was scared.
At this moment, Aaron continued to yell something along the lines of ” I am the white Lucifer”. I contacted dispatch to send the next available unit. While I was gathering more details from [WITNESS #1], Aaron continued to yell obnoxious things and pace back and forth. [WITNESS #1] stated [VICTIM #1] told him that Aaron said he was “drawing blood tonight”. Dougherty County Police Officer Pete Johnson arrived on the scene shortly after I was making contact with [WITNESS #1].
Aaron then descended from the driveway and approached me with the Taser in his right hand. I gave Aaron lawful verbal commands to drop the Taser, to which he did not comply and told me “no”. Aaron continued to approach me so I withdrew my department-issued firearm (serial #CECC069) and showed force while telling him to drop the Taser.
Aaron continued to approach me and stated something along the lines of “What are you going to do, shoot me?” then began to scream at me. At this moment, I gave Aaron multiple lawful verbal commands to drop the Taser, which he did not comply. Aaron started to yell while pacing back and forth while approximately 10 feet away from me. I gave Aaron more lawful verbal commands (approximately 3-4) to drop the Taser and he responded that he did not care.
DCP Officer Johnson had already exited his vehicle and approached the scene. DCP Officer Johnson deployed his department-issued Taser and at this moment, I approached Aaron’s rear and placed him on the ground. Aaron was placed in double-locked handcuffs at the rear of his back shortly after. While we were placing Aaron in handcuffs, I smelled the odor of an alcoholic beverage and he was screaming stuff like “You have no power. and laughing”.
Aaron was searched incident to arrest for weapons/contraband in front of DCP Officer Johnson’s marked patrol vehicle (#2431), yielding negative results. DCP Officer Johnson placed him in the rear driver’s side seat of his vehicle pending investigation (refer to DCP case# 25-000398). During this time, Aaron was screaming obnoxious things and laughing.
Before DCP Officer Johnson tased or at the time of the Taser deployment, Aaron threw the Taser on the ground of the driver’s side of my vehicle.
Ptl. E. Fluellen and Ptl. Barrett arrived on the scene shortly after, read Aaron his Miranda Rights, but he declined to speak.
I recovered the black in color handheld Taser on the ground near my driver’s side.
I made contact with [VICTIM #1], who stated yesterday (03/10/2025) that they (she and Aaron) were supposed to get him an apartment, but they could not. [VICTIM #1] stated Aaron became irate and frustrated since yesterday. [VICTIM #1] stated after he could not get the apartment, Aaron was acting very ballistic. [VICTIM #1] stated Aaron threatened her by telling her he would put her in the ground and that he would burn the house down.
[VICTIM #1] stated she was sitting in the chair in her living room when Aaron grabbed her forehead, placed a black in color knife (the dull side) at her neck, and stated the following “You do not have control over me. Do you understand?”. [VICTIM #1] stated Aaron was trying to scare her, but she did not believe he would hurt her. While inside the residence, [WITNESS #1] recovered the black in color knife that was placed at [VICTIM #1]’s neck from Aaron’s room.
I made contact with [WITNESS #2] ([VICTIM #1]’s daughter), who was on the phone at the time. [WITNESS #2] stated she overheard Aaron stated that he would draw blood multiple times. [WITNESS #2] stated she heard [VICTIM #1] talk to Aaron about drinking in the residence and he told her to move as he pushed her out of the way.
Sgt. L. Jones arrived on the scene and contacted Investigations shortly after.
During this moment, while I was concluding my investigation Aaron was transferred from DCP Officer Johnson’s vehicle to my marked patrol vehicle (19-164). While Aaron was inside my vehicle, he was kicking and attempting to damage the inside of my vehicle. Aaron was transported to Dougherty County Jail (1302 Evelyn Ave) and turned over to their staff for further processing. Before Aaron was transported, he admitted that he had the Taser and was going to attempt to do something to me with it. Aaron was not secured with the safety belt due to his expression of violence, aggression, and attempt to damage my vehicle.
I did not observe any indication of physical fighting or bruising. This case is domestic in nature because Aaron and [VICTIM #1] reside in the residence. Ptl. Fluellen left [VICTIM #1] with a business card with a QR code containing access to the Victim Witness resources. (1) Victim Witness Statement Form and (3) three witness statement forms were completed after I left the scene. The forms were collected by Ptl. Fluellen and his trainee (Ptl. Barrett). Refer to Ptl. Fluellen’s supplement to this case.
Ptl. Fluellen took photographs of the scene and will be submitting them as evidence at a later time. The black handheld Taser and the black in color knife will also be submitted as evidence at a later time.
A copy of this report will be forwarded to Cpl. I. Christian with R.E.A.C.H team.
The following warrants will be taken out against Aaron Martin:
-Aggravated Assault-FV (25-003161- 01APD)
-Terroristic Threats and Acts-Felony (25-003161-02APD)
I conducted a NCIC/GCIC search for weapons/contraband, yielding negative results.
This case is cleared by arrest.
