I, Ptl. A. White, responded in normal mode to the intersection of N Harding St and Rosedale Ave in reference to a suspicious person.
When I arrived on scene, I observed a black female in the street with no clothes on. I am familiar with the female as Amber Price. I asked her if that was her name and she confirmed. Amber was moving her items that were scattered in her yard, into the street, while completely naked. Amber had an air mattress in the south bound lane and a piece of the mattress frame in the north bound lane. Amber also had laundry baskets scattered in the street. I asked Amber to put some clothes on and she stated she had a dress she wanted to wear. Amber picked up a laundry basket and walked it back to the sidewalk in front of her residence. Amber reached into the laundry basket and pulled out a shirt. I asked Amber about pants and she stated she had a skirt she wanted to wear.
I asked Amber to put the skirt on and she began walking around the mattress and dancing. I asked Amber to move her items back into her yard and Amber began moving the air matress east towards her yard, but stopped when it was in the north bound lanes. I asked Amber again to keep getting her items out of the roadway and Amber laid on the airmatress on her stomach, laughing and swinging her legs. I advised Amber she had to get out of the roadway and I attempted to assist her to get the items moved. Amber then began walking around stating she did “voodoo woodoo sh*t”. I asked Amber to help me get her voodoo stuff back into her yard. Amber was walking around with a shirt, no pants and two different shoes. Amber kept picking up items and walking around with them and ultimately leaving them in the roadway.
I asked Amber if there was anyone else at her residence with her, she stated no. I asked Amber if she wanted to go to the doctor and Amber stated no. Amber denied EMS and stated she would not go to Aspire. While speaking with Amber of options, a school bus came to pick up kids for school at the corner of N Harding St and Rosedale Ave. Due to Amber not complying with getting clothes on and not wanting to go to Aspire or Phoebe, myself and Ptl. McCallister placed Amber in double locked handcuffs. At this time, Amber had put on another shirt over the one she had on and a red jacket. Amber still did not have on pants. I searched the jacket pockets incident to arrest and placed Amber into the rear of my vehicle. I ensured Amber’s door was closed. We were unable to locate the keys or Amber’s purse in the items strewn through the yard and inside the residence. We did ensure all items were out of the roadway.
I transported Amber to the Dougherty County Jail where she was yelling and cussing, kicking my partition. Amber eventually calmed down some and began singing. When we arrived at the DCJ, I secured my duty weapon in the trunk of my vehicle. I escorted Amber inside without incident. Amber gave the jail intake staff some difficulties but they were aware of her mental state. Sgt. Coe with DCJ had the mental health nurse come in and assist the intake staff with Amber. She provided a blanket for Amber as well due to her being very cold to the touch from being naked in the rain. The jail intake staff removed the restraints and Amber was turned over to the jail intake staff.
I searched the rear of my vehicle at the beginning of my shift and following this transport with negative results for weapons or contraband.
Amber Price was cited with Public Indecency (Citation #BB001773). A REACH form was completed in reference to Amber as well. I did an NCIC/GCIC check on Amber with negative results for warrants.
This case is cleared by arrest.
