We, Ptl. Q. McClain and Ptl. A. Rivers, responded in normal patrol mode to [2200 BLOCK] S Jackson St Apt. [REDACTED] in reference to Family Violence.
Upon our arrival, we made contact with Andre Harper running out of the residence stating, “I finally got her”, holding out his phone. Harper stated that he had videos in his phone in reference to this incident with his live-in girlfriend, [VICTIM #1], after we left from the residence approximately 20 minutes prior. Ptl. Rivers reviewed the video and observed [VICTIM #1] in the bathroom while Harper was outside of the bathroom door recording her. Harper stated that [VICTIM #1] was just trying to get him in trouble. Ptl. Rivers did not observe a physical altercation in the video. We did not observe any bruises on Harper.
I made contact with [VICTIM #1], crying, stating that she was sitting in the chair in the living room when Harper punched her in the mouth and busted her lip. [VICTIM #1] stated Harper began choking her to the point that she could not breathe. [VICTIM #1] stated that she blacked out and when she opened her eyes her vision was blurry. [VICTIM #1] stated that this incident occurred approximately 20 minutes after we previously left from the residence. [VICTIM #1] stated she was not able to fight Harper back due to her injuries from a previous car accident. I observed red scratch marks on both sides of [VICTIM #1]’s neck, and her lip appeared to be swollen. Pictures of [VICTIM #1]’s bruises were taken and will be logged into evidence locker # 2 at the LEC.
Due to the allegations of strangulation that were made by [VICTIM #1] and the visible bruises on her neck, Sgt. L. Jones was notified of this incident and arrived on scene. Investigator Ellis was also notified of this incident.
Harper was placed in double-locked handcuffs and escorted to the rear of the patrol vehicle, where he was searched for contraband by Ptl. Rivers. The search was met with negative results. Harper was placed in the rear of the patrol vehicle and transported to the Law Enforcement Center (LEC) to be interviewed by Investigator Ellis. [VICTIM #1] was transported to the LEC by her mother. Investigator Ellis conducted an interrogation with Harper and an interview with [VICTIM #1]. Harper stated they were arguing because [VICTIM #1] threw an item when they were at Harper’s sister’s house earlier in the day (see case # 25-016367). Harper was charged with Aggravated Assault – Family Violence – Hands/Feet/Fist and Battery – Family Violence.
Harper was placed in double-locked handcuffs and transported to Dougherty County Jail. Upon our arrival, we placed our service weapons in the trunk of the patrol vehicle. We walked Harper into the jail, where he was seen by the jail’s medical staff. Harper was released to the jail intake staff without further incident. Due to IBR error the offense of Battery – Family Violence could not be added as an offense.
This case is active and forwarded to Investigations.
