On 10/27/2025, I responded in normal response mode to [1200 BLOCK] Maryland Dr Apt [REDACTED] in reference to a family violence incident.

Upon arrival, I made contact with [VICTIM #1], who stated that her boyfriend, Anthony Blackshear, had been drinking. She mentioned that Anthony asked her if he could call his cousin, to which she replied, “Yes, it has never been a problem.” She said he began to tell her about how he used to date his sister’s cousin. When she expressed that she didn’t want to hear about it because it was in the past, he became angry after she repeatedly told him to stop. [VICTIM #1] stated that he then put his hands around her neck and began to choke her until she couldn’t breathe. She indicated that she tapped him on the arm because she was struggling to breathe. Furthermore, she stated that he threatened to use a gun on her if she attempted to call the police. She noted that her baby, [REDACTED BY AGENCY] was in the crib next to them.

[VICTIM #1] also reported that Anthony went through the videos of this incident and deleted them. She mentioned that this is not Anthony’s first time putting his hands on her, but she does not call the police because she loves him. She added that he has called the police on her before. They have lived together at this residence since March 2024.

I observed red marks on [VICTIM #1]’s neck. I took photos, uploaded them to a CD, and submitted it to evidence locker #2.

Upon speaking to Anthony, he stated that he believes [VICTIM #1] is having an episode and that nothing she said was true, claiming he was holding their baby the whole time. Anthony contended that the marks on her neck came from the baby. He stated that he was recording her the entire time, but when asked for the footage, he failed to provide it. Anthony then claimed that she was choking herself and mentioned he had called the police on her in the past for her actions towards him. Anthony was placed in double-locked handcuffs behind his back, which were checked for tightness. He was searched incident to arrest and placed in the back of a patrol car. Anthony was transported to the Law Enforcement Center for questioning by Ptl. Hatcher and Ptl. Simpson.

I spoke with the neighbors, [WITNESS #1] and [WITNESS #2], who stated they didn’t hear any arguments. They saw [VICTIM #1] on their ring camera and came to the door to help. While at the door, they could hear thumping on the wall. [WITNESS #1] stated that when Anthony came to the door, he wasn’t angry or violent towards them. [WITNESS #1] noted that the couple does argue but not to this extent.

[VICTIM #1] was given a resource card. Inv. Baisden was notified and responded to the scene. A CARES form has been completged for the child.

Lt. Gadt was notified and responded to the scene. A GCIC/NCIC check was conducted, which yielded negative results.

This case is transferred to investigations.
