On 02-25-2025, I Ptl Hatcher was dispatched to [1100 BLOCK] Eager Dr in reference to a family violence. Dispatch advised a 13-year-old male called in and stated his mother was being choked by his step dad and she was currently unconscious. Dispatch stated they lost communication with the caller then advised a male was heard in the back ground saying “who are you talking to?”. The male (not 13-year-old) stated the female drove away in a grey car. The male stated he would be standing by the roadway.
I arrived on scene and observed a male in a black hoodie and joggers. The male was later identified as Aquabeus Lovette. I asked Lovette what happened. Lovette stated he was unsure what was going on. He then presented a blue iPhone and stated this was his step son’s, [REDACTED BY AGENCY], phone. Lovette stated he is the one who called the police. Lovette advised [REDACTED BY AGENCY] was in the residence. Lovette stated his lady, [VICTIM #1], was just unconscious so he splashed her with water because he was concerned for her safety because he has never seen her unconscious before. Lovette stated they were in [VICTIM #1]’s vehicle talking about their relationship. Lovette stated the conversation did get heated and [VICTIM #1] began to hyperventilate because she had been drinking earlier. Lovette stated he could smell the alcohol and there was a liquor bottle on the table in the residence.
Lovette then repeated himself and stated he did not know what was going on and he had to splash [VICTIM #1] with water. Lovette then stated he wanted to make sure [VICTIM #1] was okay. I asked why he and [VICTIM #1] got into an argument. Lovette stated he and [VICTIM #1] did not get into an argument, but stated “it was just a heated conversation between boyfriend and girlfriend. He stated [VICTIM #1] wanted him “to come home and sh*t” and “I came home and we talked it up”. At this time, I advised Ptl Q Pinkins to go to the residence and make contact with the juvenile caller. Lovette stated that we could not talk to the kids until their mother got back home. I advised Lovette we would be checking on the children. Lovette stated “I aint talking no more”. Lovette began to walk away and I advised him he was not free to go. He advised I’m going to sit on the porch because y’all don’t have nothing on me. I advised him to stop again and he said” I’m not letting y’all talk to no kids”. I then advised Lovette if he did not stop I would be putting him in handcuffs. I then placed myself between the residence and Lovette and advised him he was going no further. Lovette then sat on the ground. While sitting on the ground Lovette pulled a blue IPhone and a Nissan key from his pocket and laid them on the ground next to him.
At this time Lt D Henry arrived on scene and went inside the residence with Ptl Q Pinkins. Several minutes later, [VICTIM #1] arrived back at the scene crying and seemed to be in distress. [VICTIM #1] began to yell “he (Lovette) did nothing wrong”. I asked her if she had been choked and she replied “Yes, but it was by my other baby daddy”. Lt Henry then advised myself and Ptl E Fluellen to detain Lovette. Lovette was detained in double locked handcuffs to the rear of his back and adjusted for comfort. As I did a pat down for weapons on Lovette I noticed his left pants leg was wet. After a closer inspection the liquid smelled to be an alcoholic beverage. Lovette also appeared to be under the influence of an alcoholic beverage. I could also smell an alcoholic odor coming from Lovette’s breath. Lovette was placed in the rear of patrol unit 19-176.
I went back to the residence to talk with [VICTIM #1] about the incident. Back at the scene I observed [REDACTED BY AGENCY] and his sister, [REDACTED BY AGENCY] on the front porch crying and telling Lt Henry what happened. I asked [VICTIM #1] what happened. [VICTIM #1] stated that her baby daddy, [REDACTED] was the subject that choked her. This was quickly debunked by Ptl Fluellen as he made contact with [REDACTED]. [REDACTED] stated he was in Ohio driving a semi-truck with a load. [VICTIM #1] was confronted with this information. [VICTIM #1] then stated that it was a stranger that set her up and choked her. [VICTIM #1] could not give a description of the stranger or any other details. [VICTIM #1] appeared to be under the influence of an alcoholic beverage. I could smell the alcoholic beverage on her breath as well as her clothing. Her clothing was drenched in what smelled to be an alcoholic beverage.
I asked [VICTIM #1] were the vehicle was. [VICTIM #1] advised that she did not have a vehicle, but used to own a grey vehicle. [VICTIM #1]’s vehicle was later found by Ptl Fluellen with [VICTIM #1]’s phone on the inside.
I examined [VICTIM #1] for injuries. I observed both of [VICTIM #1]’s legs had dirt and grass on them as well as the clothing she was wearing. I examined [VICTIM #1]’s neck and observed a red marking on the front of her neck. I looked at [VICTIM #1]’s eyes. [VICTIM #1]’s eyes were blood shot and appeared to have several Subconjunctival Hemorrhages (broken blood vessels) in both her eyes. EMS Med 2 was called to the scene to assess [VICTIM #1]. [VICTIM #1] refused EMS treatment. I took several photos of [VICTIM #1]’s injuries. These photos will be placed into evidence.
Lt Henry made contact with the on call investigator. Investigator S Price advised for all parties involved to come to the LEC to be interviewed. I transported Lovette to the LEC and placed him into interview room C. Ptl Q Pinkins brought [VICTIM #1] and her newborn, [REDACTED BY AGENCY] to the station. They were placed into interview room A. [REDACTED BY AGENCY] and [REDACTED BY AGENCY] were transported to the LEC by their grandmother, [REDACTED].
A forensic interview was done at the Lilly Pad for [REDACTED BY AGENCY] and [REDACTED BY AGENCY]. Investigator S Price attempted to interview Lovette, but he refused to talk. Investigator S Price stated Lovette will be charged with aggravated assault and cruelty to children x2. Lovette advised he was under arrest and placed into double locked handcuffs.
Lovette was transported to the Dougherty County Jail. During the transport Lovette was silent. At the jail my duty weapon was secured in the trunk of my patrol car. As I was walking Lovette into the jail he asked about the keys that he previously had. I advised him they were turned over to [VICTIM #1] due to her being the registered owner of the vehicle. This angered Lovette. Lovette then asked if I had children and then asked where I lived. I advised him it was none of his business. Lovette advised he would find out because he knows people and could have me set up. Lovette was turned over to the jail intake staff. My patrol car was searched for illegal contraband, none was found.
Care forms were filled out for the children and DFACS was notified of the incident.
Note the system would not let me submit the report with aggravated assault and cruelty to children.
During this interaction my Motorola V300 Body Camera (serial # BWC2-043808) was turned on. The red light was on ensuring that the body camera was activated and working properly recording video and audio. The body camera was left on for the entire duration of the call.
This case has been forwarded to investigation.
