I responded in normal patrol mode to [1400 BLOCK] E Tift Ave. in reference to a Family Violence.

Upon arrival I made contact with [WITNESS #1]. [WITNESS #1] stated that her daughter [WITNESS #2] was on scene being irate and she was refusing to leave the house. [WITNESS #1] stated that [WITNESS #2] was inside drunk and she doesn’t live there. [WITNESS #1] stated that [WITNESS #2] pays no bills and she just wants her gone.

While talking to [WITNESS #1], [WITNESS #2] kept interfering with me talking. I advised [WITNESS #2] to go back inside until I could finish with [WITNESS #1]. [WITNESS #1] stated that she had been drinking but she knows what has been going on.

I went and made contact with [WITNESS #2] on the front porch who was obviously very drunk at the time of the encounter. [WITNESS #2] stated that “she wasn’t going anywhere and that she have been staying at the location for three months”. [WITNESS #2] stated that “she gave [WITNESS #1] the money for the rent when she first moved in”. [WITNESS #2] stated that “she gets mail and buys groceries for the residence when there is nothing there”. [WITNESS #2] stated that “[WITNESS #1] was mad with her due to she was defending the other sister (Astoria Seay)”. [WITNESS #2] stated that Astoria could confirm how long she have been staying there.

Astoria came outside to the front porch and made contact with me. Astoria stated that [WITNESS #2] was staying at the home before she got there. Astoria stated that she have been there for two months so [WITNESS #2] has been there a little longer than that.

I went back and made contact with [WITNESS #1]. I explained to her that due to two parties on scene confirming that [WITNESS #2] stayed at the location for three months that I could not legally put her out. [WITNESS #1] walked away and stated that “she no longer needed police assistance”. I then left the location.

An hour had passed and I received another call to the location. I responded back out and upon walking up to the home I observed a lot of commotion inside. I walked up to the door that was open and [WITNESS #1] was walking towards me. [WITNESS #1] stated that she needed [WITNESS #2] gone from her residence. [WITNESS #1] stated that “[WITNESS #2] was inside talking about her and that [WITNESS #2] had made her 55′ television fall on the floor and Astoria picked it up”.

I went and made contact with [WITNESS #2]. [WITNESS #2] stated that “she was in the room and [WITNESS #1] walked back there and kicked her door in and was asking was they talking about her”. [WITNESS #2] stated that she was in the room talking with her friend [WITNESS #3], when [WITNESS #1] kicked in the door. [WITNESS #2] stated that after the police left originally, she went back in the room and didn’t put no television on the ground.

I made contact with [WITNESS #3], who was inside the room at this time. [WITNESS #3] stated that “[WITNESS #1] had come back to the room where they was at and kicked in the door”. [WITNESS #3] stated that [WITNESS #1] was asking was they talking about her. [WITNESS #3] stated that [WITNESS #2] never had left the room and made no more contact with [WITNESS #1]. [WITNESS #3] stated to ask Astoria what had happened.

I made contact with Astoria who had just left the bathroom at this time. Astoria stated that “she was in the bathroom and she never picked up no television off no floor” and that [WITNESS #1] was lying. Astoria then changed her story from previously stating that [WITNESS #2] be to the house 24/7 but don’t live there. At this time all parties involved were very intoxicated and kept changing their stories.

While on scene I made contact with Astoria, [WITNESS #2] and [WITNESS #3]. They all advised that they were leaving the location and that they were just waiting on their ride. Astoria walked outside the residence and was beating on the house and yelling at [WITNESS #1]. Astoria walked out to the road still yelling and was kicking the mail box.

Astoria was warned several times to stop being loud and waking neighbors. Several neighbors from [1400 BLOCK] E Tift Ave (who didn’t want to be involved) came outside asking what was going on. I then asked Astoria another time to stop yelling. Astoria made the comment while yelling that “she didn’t give a fu*k”.

Astoria was placed into double locked handcuffs to the rear. I conducted a search incident to arrest with the back of my hand. I was met with negative results. Astoria was placed in the back seat of my patrol vehicle 19-160. I transported Astoria to the Dougherty County Jail.

Upon arrival at the jail I placed my department issued weapon in the trunk of my patrol vehicle. I escorted Astoria into the jail intake staff where she was turned over without incident. I went back outside and checked the back seat of my vehicle for any contraband to which I was met with negative results. Astoria was booked on Misdemeanor citation (Citation number BB002392 for Disorderly Conduct).

This case is Cleared by arrest.
